About the Role
The position resides within the Federal Solutions segment, delivering resources and solutions to U.S. government customers across defense, security, intelligence, infrastructure, and environmental missions. The team emphasizes excellence, close‑knit collaboration, and protecting critical national assets. • Lead program control analysts and the Earned Value Management (EVM) team, including Cost Account Managers. • Ensure the program cost baseline complies with contractual requirements. • Develop and execute program budgets and financial plans aligned with the baseline. • Present cost baselines at Integrated Baseline Reviews (IBR) with the government. • Manage program resources through cost estimation, allocation, tracking, and analysis. • Continuously assess project performance, identify issues, and implement solutions. • Produce performance reports for leadership and stakeholders. • Create program‑specific standards and procedures for planning, scheduling, baseline control, EVMS, financial controls, and subcontract cost integration. • Ensure compliance with national EVMS guidelines and internal procedures; compile Integrated Program Management Reports (IPMR). • Deliver compliance and financial reporting while collaborating with customers and functional teams. • Support contract negotiations, approve subcontractor invoices, and review contractual documents. • Assist with pricing and proposal development activities. • Apply business process and lifecycle management principles in program execution. • Utilize Microsoft Project and Deltek Cobra for EVM baseline implementation. • Maintain expertise in EIA‑748 guidelines, DFARS clauses, DoD EVMS Interpretation Guide, IPMR/IPMDAR, and MIL‑STD‑881. • Support Integrated Baseline Reviews (IBRs) and Joint Surveillance Reviews (JSRs). • Provide SharePoint support for the Earned Value Resource Center intranet site. • Analyze IPMR Formats 1‑7 and conduct independent EVM data and metrics analysis.

What You Bring
Parsons is seeking a Senior Business Manager with extensive Earned Value Management System (EVMS) experience to support large programs. The role involves leading Cost Account Managers, program management teams, and customers, and benefits from Agile program experience. • Hold a Bachelor’s degree in Business Administration, Finance, or related field. • Possess at least 12 years of experience as a Business Program Analyst leading EVM baselines and EV teams. • Demonstrate DoD industry expertise in government budgeting, cost accounting standards, re‑baselining, and Annual Operating Plan creation. • Exhibit strong analytical, interpersonal, written, and verbal communication skills. • Hold an active Secret clearance with ability to obtain DoD TS/SCI clearance. • Preferred credentials include MBA, CPA, PMP, or EVMP. • Apply knowledge of Agile and Earned Value Management documentation. • Demonstrate program planning and scheduling experience. • Experience with EVM tools such as EVMS for Project.
