About the Role

The Lead QA Representative will oversee daily QA activities, supervise other QA Representatives, and ensure the completeness, accuracy, and proper grammar of daily reports. Responsibilities include implementing Parsons’ QA process, developing supplemental QA plans, reviewing contractor submittals, monitoring submittal timelines, inspecting construction techniques, updating QA procedures, conducting comprehensive inspections and testing, and tracking deficiencies to ensure timely corrective actions. The role also involves participating in pre‑construction, progress, and coordination meetings with the Government, Parsons, and contractors. The Lead QA Representative reports to the Project Construction Manager and provides guidance to all QA staff, acting as the primary QA lead without formal managerial authority. Collaboration with the Site Team—including the Project Manager, Project Engineer, Office Engineer, and other QA Representatives—is essential for mutual project success. • Lead QA efforts on construction site, supervising QA Representatives and ensuring daily report accuracy. • Implement and maintain Parsons QA processes, creating supplemental QA plans as needed. • Review contractor submittals, ensure timely approvals, and provide written recommendations. • Conduct quality control inspections, testing, and compliance verification of work, materials, and equipment. • Monitor construction deficiencies, track corrective actions, and verify their appropriateness. • Coordinate with project team members and participate in pre‑construction, progress, and coordination meetings.

What You Bring

Parsons is seeking a passionate, skilled, and experienced Lead Quality Assurance Representative to join a major program and construction management team supporting a large government customer on a critical border‑security infrastructure project. The role will provide Owner Agent Construction Management Services, including program management, risk management, scheduling, cost estimating, progress reporting, construction quality assurance, safety, and other supporting services, and will be based at the Eagle Pass, TX field site, often working from a project office or trailer on remote locations. Candidates must have a minimum of eight years of construction‑related experience providing safety and quality assurance oversight on large, multi‑million‑dollar federal projects involving horizontal construction, earthwork, aggregate processing, concrete placement, and supporting infrastructure. A bachelor’s degree in engineering or construction management is preferred, though equivalent experience is acceptable. Proficiency with web‑based project management and QA reporting systems such as Procore, Kahua, USACE RMS, or NAVFAC eCMS is required, along with U.S. citizenship, the ability to pass federal background checks, a valid driver’s license, and the physical capability to work on rough terrain. Desired qualifications include experience reviewing Critical Path Management schedules, prior work on large remote construction projects, completion of a Construction Quality Management or equivalent course within the past five years, and OSHA 30‑hour safety training. No security clearance is required, but candidates must be able to obtain an appropriate DHS suitability determination. • Minimum 8 years of construction QA/safety experience on large multi‑million‑dollar federal projects. • Bachelor’s degree in engineering or construction management, or equivalent experience. • Proficiency with web‑based project management/QA systems (e.g., Probase, Kahua, USACE RMS, NAVFAC eCMS). • U.S. citizenship, ability to pass federal background checks, valid driver’s license, and capability to work in remote field locations. • Desired experience with CPM schedule review, construction quality management coursework, and OSHA 30‑hour safety training.
