About the Role

The Energy Manager position, located on‑site at USAFA and starting March 1, 2026, will support the Academy’s mission by ensuring state‑of‑the‑art, energy‑efficient facilities for cadets and future Air Force leaders. The role involves collaboration with designers, conducting audits, developing energy models, and managing federal energy programs. • Collaborate with project teams to achieve energy‑efficient building and system designs. • Engage designers, architects, and engineers from concept through construction documents to optimize energy performance. • Conduct energy audits of existing buildings to identify conservation and cost‑reduction measures. • Participate in charrette sessions and initial project meetings to define energy goals. • Recommend energy‑efficient solutions and technologies, including lighting, HVAC, and building envelope measures. • Serve as a resource on advanced building systems such as daylighting, natural ventilation, cogeneration, and photovoltaics. • Develop detailed energy models using DOE‑2‑compliant software. • Prepare documentation for obtaining LEED energy credits. • Act as the base Energy Manager for USAFA, overseeing federal energy programs (ECIP, FEMP, MILCON, ESC). • Manage ECIP and FEMP programs, including programming documents, engineering analyses, cost estimates, and life‑cycle cost analyses. • Perform facility energy and water conservation audits covering at least 10% of facility square footage annually. • Calculate and validate monthly utility rates for reimbursable consumers, providing results to the Contracting Officer’s Representative. • Prepare quarterly Energy Performance Index reports and respond to CES data calls. • Compile monthly utility consumption data for the Defense Utility Energy Reporting System and submit quarterly reports. • Support DoD and Air Force energy reduction targets, briefing the Government at steering group meetings. • Schedule, coordinate, and conduct quarterly Energy Management Steering Group meetings. • Assist in client and stakeholder meetings, site data collection, interviews, charrettes, and project reviews. • Plan, coordinate, and manage the development, funding, and execution of energy projects. • Provide life‑cycle cost effectiveness information for energy projects to the government. • Review client sustainability and energy utilization practices, offering recommendations to meet goals. • Develop DD Form 1391 energy project programming documentation, including cost estimates and alternatives analysis. • Assess feasibility of alternative energy generation methods and special financing for federal projects. • Perform site visits across USAFA locations to ensure communication, standard processes, and policy compliance. • Participate in control systems and energy master‑planning efforts.

What You Bring

Candidates must hold a bachelor’s degree in engineering or a related field and have at least seven years of experience with a strong background in building energy‑efficiency technologies, mechanical systems, and energy modeling software. Preferred qualifications include ten years of DoD energy management experience, prior Air Force Civil Engineering Squadron work, and certification by the Association of Energy Engineers.
