About the Role
The Technical Design Manager (Review) will oversee the technical design review process for complex, mixed‑use development projects in the Kingdom of Saudi Arabia. This role ensures fully integrated designs meet expectations throughout design development, construction phases, and hand‑over, aligning work to prevent conflicts and achieve successful project execution. Key duties include managing design review activities for infrastructure such as roads, utilities, tunnels, and underground facilities across projects typically exceeding 5 million man‑hours or US$5 billion in cost. The incumbent will develop review plans, allocate resources, track milestones, and coordinate with design managers, engineering, subcontractors, procurement, safety, finance, and client stakeholders to maintain constructability and quality standards. • Lead technical design review for infrastructure, roads, utilities, tunnels, and underground facilities across multi‑contract projects exceeding $5 bn. • Develop and execute design review plans, resource strategies, milestone tracking and KPIs aligned with D&B contractor schedules. • Coordinate with design managers, engineering, subcontractors, procurement, safety, finance and client teams to ensure seamless execution. • Review and approve design drawings, optimize for constructability and value engineering, and resolve technical issues during construction. • Produce progress reports and present updates to senior management and clients. • Mentor and motivate multidisciplinary teams, fostering technical excellence and client satisfaction. • Bring 20+ years of end‑to‑end design development and construction management on large‑scale mixed‑use projects.

What You Bring
Candidates must possess a bachelor’s degree in civil engineering, architecture, or construction management (master’s preferred) and hold professional chartered status. Over 20 years of experience in end‑to‑end design development, large‑scale construction management, and technical coordination of infrastructure projects is required, along with proven expertise in national codes, government contracts, risk management and emerging technologies. • Hold a bachelor’s degree in civil engineering, architecture or construction management (master’s preferred) and professional chartered status. • Demonstrate expertise in national codes, government contracts, risk management and emerging technologies. • Excellent written and verbal communication skills; ability to lead meetings and manage stakeholder relationships.
