About the Role
The Assistant Program Manager assists in managing prime and subconsultant contracts, prepares proposals and statements of qualification, and develops comprehensive program management plans that include schedules, budgets, M/W/DBE, procurement, public involvement, and construction management components. Additional duties include creating Capital Improvement Program estimates, assembling SOQ and RFP procurement packages, and supporting design criteria development. The role conducts value‑engineering and constructability reviews, coordinates bidding in accordance with client policies and state procurement rules, and oversees independent testing, inspection, and contract administration services. It also supervises Freese and Nichols staff and subconsultants, develops and monitors CPM schedules, tracks performance using earned‑value management, and communicates program information to clients and project teams. • Oversee program lifecycle from initiation through close‑out. • Manage prime and subconsultant contracts and coordinate assigned staff. • Develop proposals and procurement documents, including statements of qualification and RFPs. • Create comprehensive program management plans covering schedules, budgets, M/W/DBE, procurement, public outreach, and construction management. • Produce Capital Improvement Program cost estimates for budgeting. • Perform value‑engineering and constructability assessments on design deliverables. • Lead bidding coordination in compliance with client policies and state procurement rules. • Supervise independent testing labs, construction inspections, and contract administration. • Direct Freese and Nichols personnel and subcontractor teams, such as field survey crews. • Establish and control CPM schedules; monitor performance using earned‑value metrics. • Deliver program updates to clients and teams through written reports and graphics.

What You Bring
Candidates must hold a bachelor’s degree in engineering, architecture, construction management, or a related field, and possess a professional license such as PE, RA, CCM, or PMP. At least three years of experience managing design/construction or capital improvement programs, proficiency in project/program management, and knowledge of public‑sector procurement are required. The ability to develop and manage budgets, travel frequently, negotiate on‑site independently, and complete the FNI Assistant Project Management Certification within 12 months is also expected. • Hold a bachelor's degree in engineering, architecture, construction management, or a related field. • Possess a professional license (PE, RA, CCM, PMP) or equivalent credential. • Bring at least three years of experience managing design/construction or capital improvement programs. • Demonstrate proficiency in project/program management and public‑sector procurement processes. • Capable of developing and overseeing program and client budgets. • Willing to travel frequently and negotiate on‑site independently. • Complete the FNI Assistant Project Management Certification within the first year of employment.
