About the Role

The Operations Quality Lead II will head a pursuit or quality project team to develop a project‑specific Quality Management Plan (QMP). Working closely with Quality Leads, Managers, Pursuit leads, Project and Construction Managers, the role provides leadership in quality planning, writes proposal narratives, creates contract‑required quality documents, and guides Quality Leads in their duties. During the pursuit phase, the Lead integrates design‑build and EPC quality requirements into QMPs, reviews procurement and material management procedures, and develops audit plans. In the planning phase, they finalize QMPs after award, monitor procedures against QMS requirements, conduct audits, ensure incorporation of Factory Acceptance Testing and QA/QC records, and verify corrective actions. They also provide metric reporting, participate in kick‑off meetings, recommend procedural improvements, and support special projects. • Lead development of project‑specific Quality Management Plans (QMP) during pursuit and planning phases. • Incorporate design‑build and EPC quality standards, guidelines, and checklists into proposals and QMP narratives. • Review procurement and material management procedures for EPC‑contracted equipment and materials. • Create and schedule project audit plans; conduct audits of operations and subcontractors. • Ensure Factory Acceptance Testing and QA/QC documentation are integrated into project quality activities. • Verify corrective action plans for identified issues and track completion. • Provide internal and external metric reporting on quality objectives and corrective actions. • Recommend procedural improvements and best practices based on audit results and lessons learned. • Guide Quality Leads and senior managers in maintaining QMS templates and documentation. • Collaborate with project, construction, and Quanta operation managers on quality obligations. • Prepare quality‑related documentation for proposals, contracts, and audits using MS Word and Bluebeam.

What You Bring

Candidates need an associate’s degree with at least four years of quality‑assurance experience, or a bachelor’s degree in construction management, electrical or civil engineering with equivalent experience. Required certifications include OSHA 10‑hour (and 30‑hour) and preferred CIA or CQA. The role demands proven experience creating Quality Management Plans, leading inspection teams, and working on EPC, design‑build or CMAR projects, along with strong analytical, writing, and communication skills. • Apply advanced knowledge of inspections, safety requirements, and environmental considerations. • Possess an associate’s degree with 4+ years QA experience or a bachelor’s degree in relevant engineering field. • Hold OSHA 10‑hour (and 30‑hour) certification; CIA or CQA certification preferred. • Demonstrated experience creating Quality Management Plans and leading inspection or quality teams.
