About the Role

The Procurement and Contract Manager will lead all procurement and contract activities for an ultra‑luxury hospitality project in the Kingdom of Saudi Arabia. This role demands deep expertise in procurement strategy, vendor management, and legal compliance within the GCC region, and will ensure commercial processes align with KSA regulations, project goals, and international standards. • Develop and implement procurement strategies aligned with project goals, timelines, and budgets. • Lead preparation, review, and administration of RFPs, RFQs, and tender documentation for consultants, contractors, and suppliers. • Manage prequalification, bidding, evaluation, negotiation, and award processes in accordance with KSA law and client requirements. • Draft, review, and finalize contracts ensuring compliance with Saudi law, international standards (FIDIC), and project terms. • Oversee supplier and contractor performance, handling contract compliance, variations, claims, and disputes. • Lead contract close‑out, extensions, and renewals while maintaining detailed records and audit trails. • Provide risk assessments and mitigation strategies for commercial and procurement activities. • Serve as primary contact for procurement and contract matters with clients, stakeholders, and legal advisors. • Prepare procurement progress reports, dashboards, KPIs, and cost performance for senior leadership.

What You Bring

Candidates should possess a bachelor’s degree in a related field such as Quantity Surveying, Engineering, Construction Management or Law, with a master’s degree or professional certifications considered a plus. A minimum of 16–18 years of experience in procurement and contracts, particularly within PMC firms and high‑profile luxury hospitality or mixed‑use developments, is required. Preferred competencies include high attention to detail, strong commercial acumen, effective leadership, and excellent communication and stakeholder‑management skills. The ability to operate in fast‑paced, high‑expectation environments with complex project structures is essential. • Minimum 16–18 years of procurement and contract experience in PMC and ultra‑luxury hospitality or mixed‑use projects. • Strong knowledge of KSA and GCC procurement regulations and contract laws, including FIDIC. • Proven ability to lead negotiations, manage risks, and resolve contractual issues. • Bachelor’s degree in Quantity Surveying, Engineering, Construction Management, Law or related field; master’s or certifications (MRICS, CIPS, PMP) a plus. • Fluency in English; Arabic an advantage. • High attention to detail, commercial acumen, leadership and stakeholder management skills.
