About the Role
The role seeks an Associate Director‑level Cost Manager/Quantity Surveyor to lead commercial strategy and cost governance for a large‑scale, multi‑phase data centre development in Conesville, Ohio. The incumbent will oversee cost planning, budgeting, procurement strategy and risk management across multiple packages, serve as a trusted advisor to senior stakeholders, deliver executive‑level reporting and drive value‑engineering initiatives to optimise design and reduce costs. • Provide strategic cost‑management leadership for multi‑phase data‑center programs, ensuring governance and compliance. • Develop and implement cost strategies, frameworks and reporting for multi‑billion‑dollar budgets, covering budgeting, planning, procurement and risk mitigation. • Serve as primary client interface, maintaining communication with stakeholders and consultants throughout project stages. • Advise senior stakeholders on commercial strategy, procurement models and contract negotiations for complex, sustainable energy packages. • Oversee full‑lifecycle cost activities, including quantity surveying, cost controls, change management and contingency tracking. • Lead executive‑level reporting of cost performance, forecasts and risk assessments to leadership teams. • Drive value‑engineering and design optimisation to identify cost‑saving opportunities without compromising performance. • Mentor and develop cost‑management teams, ensuring capability growth and succession planning. • Enhance internal cost‑management tools, templates and processes for continuous improvement. • Manage financial performance, including margin tracking, fee/resource forecasts and BMS compliance. • Support pre‑construction feasibility studies and early‑stage cost modelling for future phases. • Build strong relationships with clients, contractors and vendors, identifying business growth and cross‑selling opportunities. • Ensure adherence to applicable SOX control responsibilities.

What You Bring
• Hold a Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field; advanced degree preferred. • Bring 10+ years’ cost‑management or project‑controls experience, with 3‑5 years in a leadership role. • Demonstrated experience managing large‑scale, mission‑critical construction programmes such as hyperscale data centres or energy infrastructure. • Expertise in program‑level cost planning, budgeting, financial reporting and cost‑control systems. • Strong knowledge of procurement strategies, commercial management and construction contracts, including change and risk allocation. • RICS accreditation or equivalent professional certification strongly preferred. • Exceptional leadership, communication and negotiation skills to influence senior stakeholders. • Advanced analytical and problem‑solving abilities with meticulous attention to detail. • Proficiency with industry‑standard cost‑management tools and software. • Familiarity with MEP systems and complex building services is advantageous. • Ability to manage multiple phases and packages concurrently in a fast‑paced environment. • Experience applying value‑engineering and design‑optimisation techniques. • Knowledge of energy infrastructure, carbon capture and sustainability considerations is a plus.
