About the Role
The Senior Cost Manager / Quantity Surveyor will join Turner & Townsend’s real‑estate department to lead cost management for a mission‑critical data‑center program in Beaver County, Pennsylvania. In this client‑facing role, the incumbent will oversee cost planning, budgeting, procurement, commercial negotiations, and change control throughout the project lifecycle, ensuring delivery on schedule, within budget, and to the highest quality standards. • Develop and maintain detailed cost plans and estimates through design and delivery phases. • Produce and present monthly cost reports, executive summaries, and funding data to stakeholders. • Coordinate cost information from design teams, contractors, subcontractors, and vendors for validation and auditing. • Compile built cost records for benchmarking and continuous improvement. • Lead procurement strategy, review contractor/subcontractor pricing, and conduct commercial negotiations. • Manage final accounts and ensure timely agreement on settlements. • Own change control: review, estimate, negotiate, and reconcile change orders and post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management, and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope in collaboration with project controls and scheduling teams. • Drive value engineering initiatives and cost optimization strategies based on engineering priorities. • Monitor market trends such as escalation, labor availability, and material pricing to provide timely insights. • Act as primary client interface, ensuring objectives are met and service excellence is delivered. • Prepare and present executive‑level updates and written comments on general contractor submissions. • Ensure adherence to internal Business Management Systems and company delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance culture. • Maintain financial management excellence, including margin tracking and monthly fee/resource forecasts. • Comply with SOX control responsibilities where applicable.

What You Bring
• Hold a bachelor's degree in Construction Management, Quantity Surveying, Engineering, or a related field. • Possess 5–7+ years of cost management or project controls experience in mission‑critical environments such as data centers. • Preferably have construction consultancy experience and knowledge of MEP systems and hyperscale data‑center infrastructure. • Demonstrated expertise in budgeting, financial reporting, cost control systems, and Earned Value Management. • Strong background in procurement strategies and commercial management of contractor/vendor contracts. • RICS accreditation or progress toward certification is advantageous. • Excellent communication, negotiation, and stakeholder management skills. • Strong analytical and problem‑solving abilities with high attention to detail. • Proficiency with industry‑standard cost management tools and software.
