About the Role

• Create and implement cost estimating best practices, policies, and procedures. • Produce accurate project cost estimates across Class 5 to Class 1 levels. • Apply cost engineering techniques to identify inefficiencies and optimise costs. • Analyse key improvement areas to drive cost reductions and operational efficiency. • Monitor economic trends, assess risks, and evaluate cost implications. • Utilise cost methodologies, tools, and software models to maintain reliable data. • Ensure consistent cost engineering management processes throughout the business. • Oversee cost benchmarking, maintain a database of consultants, vendors, and contractors, and establish monitoring and reporting systems. • Participation in cutting‑edge projects shaping defense, intelligence and critical infrastructure.

What You Bring

Parsons seeks a talented Cost Control Manager to lead cost engineering initiatives across large projects. The role involves developing best‑practice cost estimating strategies, delivering accurate estimates from early to detailed stages, and driving continuous improvement through cost optimisation techniques. The ideal candidate holds a bachelor’s degree in quantity surveying, engineering or cost engineering and brings at least 15 years of cost control or estimating experience on major projects. Preferred certifications include CEP, MCIOB or MCIArab, along with strong computer, Arabic and English communication skills and international project exposure, especially in KSA. • Bachelor’s degree in quantity surveying, engineering or cost engineering from an accredited university. • Minimum 15 years of cost control/estimating experience on large‑scale projects. • Preferred certification such as CEP, MCIOB or MCIArab. • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Visio) and databases. • Excellent verbal and written communication in Arabic and English. • International work experience, preferably in the Kingdom of Saudi Arabia.
