About the Role
The role includes cost management aligned with client budgets, leadership of the O&M contract, planning and controlling activities to achieve service objectives, and mentoring a team to deliver tasks on time, within scope and budget. You will monitor work quality, oversee staffing, identify key talent for long‑term development, serve as the main contract liaison, and collaborate with project directors to meet high‑performance KPIs while handling budgeting, forecasting and reporting. • Lead client workshops and meetings to ensure compliance and build integrated O&M teams. • Manage cost, budgeting, forecasting and reporting aligned with client budgets. • Plan, organize, and control activities to achieve service objectives and high‑performance KPIs. • Mentor and develop the O&M team, monitor work quality, and oversee staffing and talent development. • Serve as primary contract liaison with stakeholders, customers and suppliers. • Drive efficiency by optimizing OPEX and capital maintenance schemes.

What You Bring
Parsons is seeking a highly talented Operational and Maintenance Lead (Drainage) to manage a large infrastructure operations and maintenance portfolio for a client. In this position you will lead workshops, ensure compliance with management systems, and develop integrated teams to support the O&M contract. Candidates must hold a degree and a master’s in an engineering discipline, be fluent in Arabic and English, and possess over 25 years of experience managing operations and maintenance of infrastructure such as highways and drainage, including asset management, ITS, and customer liaison. They must meet Parsons’ project management certification requirements, have proven management capability, strong communication skills and an in‑depth knowledge of O&M regulations, especially within the GCC. Additional assets include a recognized qualification from the Institute of Asset Management and familiarity with current technology that can be leveraged on projects. Experience optimizing OPEX and capital maintenance schemes is also valued. • Hold an engineering degree and master’s, fluency in Arabic and English, and 25+ years of infrastructure O&M experience. • Meet Parsons’ project management certification requirements and possess strong written and oral communication skills. • Possess a recognized Institute of Asset Management qualification and knowledge of modern project technologies.
