About the Role
The specialist processes transmission and generator interconnection requests, handles customer communications, and ensures compliance with PSE’s OATT and federal regulations. They monitor evolving FERC rules, manage documentation, generate metric and quarterly reports, and train internal departments on regulatory requirements. • Process FERC transmission and generator interconnection requests per OATT and regulatory guidelines. • Prepare quarterly FERC reports and departmental performance metrics. • Research and stay current on federal, state, and FERC transmission regulations. • Support implementation of the OATT Compliance Program to meet regulatory requirements. • Develop and deliver training programs on regulatory compliance for employees. • Coordinate with compliance personnel across departments to meet standards and timelines. • Provide input for federal and state rulemaking proceedings. • Investigate potential regulatory or compliance violations. • Maintain the department’s document management system and update website content. • Create and present internal presentations on regulatory and compliance matters. • Communicate timely updates on regulatory changes to relevant stakeholders.

The Transmission Services Specialist role is part of the Open Access Transmission Tariff (OATT) Administration team, responsible for reliable electricity transmission across the Pacific Northwest. The position requires adherence to safety standards, promotion of a total‑safety culture, and conduct consistent with PSE’s core values and Code of Conduct. Collaboration across departments and thorough regulatory compliance are essential. Candidates need a bachelor’s degree in business, accounting, economics, finance, engineering or a related field, plus at least two years of relevant experience, preferably in the energy sector. Strong organizational, analytical, and communication skills, proficiency with Microsoft Office and database applications, and the ability to work both independently and in teams are required. • Hold a bachelor’s degree in a related field or equivalent experience. • Minimum two years of relevant experience, preferably in energy analysis, engineering, or compliance. • Proficient in Microsoft Excel, Word, PowerPoint, and database applications. • Demonstrated strong organizational, analytical, and communication abilities.

The position offers a salary range of $82,000‑$136,300, annual incentive bonuses, comprehensive health and retirement benefits, PTO, and a supportive work‑life balance.
