About the Role

The role involves managing multi‑disciplinary transportation projects for public agencies, providing full project management for construction inspection, and cultivating client relationships to generate new work. The manager must meet or exceed financial targets, coordinate cross‑functional activities to satisfy deliverables, schedule, and budget, and oversee plans, specifications, cost estimates, and bid packages for state highway and interchange improvements. They will guide inspection staff, handle change orders, payments, and project closeout, review shop drawings and various technical plans, and collaborate with client technical staff and project managers on technical, cost, and schedule decisions while preparing proposals. • Manage multi‑disciplined transportation projects for public agencies. • Provide full project management for construction inspection assignments. • Build and maintain client relationships while pursuing new work opportunities. • Achieve or exceed project financial goals. • Organize and coordinate cross‑functional activities to meet deliverables, schedule, and budget. • Oversee plans, specifications, cost estimates, reports, and prepare final bid packages for state highway and interchange improvements. • Guide inspection staff, review and process change orders, partial payments, and project closeouts. • Review shop drawings and plans for alignments, drainage, traffic control, signage, utility coordination, and right‑of‑way. • Interface with client technical staff and project managers. • Participate in technical, cost, and schedule decision‑making. • Prepare technical and cost proposals.

What You Bring

Candidates should have at least eight years of engineering experience in transportation construction, with a bachelor's or master's degree in civil engineering preferred. Professional Engineer (PE) licensure, PennDOT Concrete Technician, NECEPT Field Technician, and NICET Level III certifications are desirable, as is formal project‑management training. Proficiency in Microsoft Office, a solid grasp of contract terms, and strong oral and written communication skills are required, along with fluency in English for all job‑related communications. • Minimum 8 years of engineering experience in transportation construction. • Bachelor’s or Master’s degree in Civil Engineering (preferred). • Professional Engineer (PE) license (preferred). • PennDOT Concrete Technician Certification (preferred). • NECEPT Field Technician Certification (preferred). • NICET Level III or higher in Highway Construction (preferred). • Formal project management training (preferred). • Proficiency with Microsoft Office Suite. • Strong understanding of contract terms and conditions. • Excellent oral and written communication skills. • Ability to read, write, and understand English for job communications.
