About the Role

The Finance Manager will make staffing assignments, review subordinate work for accuracy and timeliness, and monitor staffing requirements and expenditures to stay within budget constraints. Responsibilities also include recruiting, interviewing, evaluating, hiring, training, conducting performance evaluations, counseling employees, and handling terminations, as well as orienting new hires to Parsons policies. Additionally, the manager will analyze financial statements to develop cash‑flow projections, prepare recurring and ad‑hoc reports for senior management, ensure accurate monthly/quarterly close processes, participate in proposal efforts, and establish budgets, schedules, and plans for the finance department, while handling special assignments as needed. • Lead accounting functions such as payroll, billing, and AR/AP. • Develop and enforce accounting policies in line with standards. • Ensure compliance with ethics and HR policies; provide training. • Manage staffing, conduct recruitment, performance evaluations, and terminations. • Review subordinate work for accuracy and timeliness. • Monitor staffing costs against budget constraints. • Analyze financial statements to project cash flow, assets, and reserves. • Prepare regular and ad‑hoc financial reports for senior management. • Oversee monthly/quarterly close processes and reporting. • Contribute to proposal development and special finance projects. • Establish budgets, schedules, and plans for finance department responsibilities.

Parsons is seeking a talented Finance Manager to provide direction and management for all phases of one or more accounting functions, including payroll, billing, and accounts receivable/payable. The role involves establishing and maintaining accounting policies, ensuring compliance with business ethics and HR policies, and delivering training to supervisory staff as needed. Candidates should hold a Bachelor’s degree in Accounting, Economics, Business or a related field, with a CPA preferred, and possess 10+ years of relevant experience, including supervisory roles. Experience in engineering consultancy, thorough knowledge of accounting techniques, principles, regulations, and company policies, as well as proficiency in standard accounting PC software, are required.
