About the Role

The Infrastructure Program Manager at the P3 band level is a senior strategic coordinator responsible for the intake, evaluation, and oversight of infrastructure projects across the organization. This role ensures alignment with organizational objectives, optimizes resource allocation, and drives program governance, reporting directly to the Capital Planning and Infrastructure Program Lead. Key duties include systematic project intake, strategic alignment, financial planning, governance, prioritization, portfolio optimization, stakeholder management, and reporting. The manager evaluates projects for duplication, assesses bundling opportunities, and balances competing priorities to ensure optimal delivery. • Intake and evaluate infrastructure projects from CAR, SCI, PM teams, and Facility Managers, ensuring strategic alignment and identifying duplicate initiatives. • Assess bundling potential to optimize resource allocation and reduce costs. • Execute year‑over‑year financial reconciliation for new proposals and manage reactive capital budget updates. • Lead monthly governance meetings, hold project teams accountable to schedules, and implement escalation procedures for at‑risk projects. • Facilitate initial project review sessions, set priorities for unplanned or emergent projects, and balance competing resource constraints. • Analyze the pipeline for infrastructure vs. non‑infrastructure projects, recommend cancellations, scope adjustments, and portfolio optimizations. • Serve as the primary liaison between Facility Managers and Project Managers, handling site data requests and providing timely status communications. • Develop and distribute exception reports, delivering data‑driven insights to support leadership decision‑making.

Required qualifications are a bachelor’s degree in accounting, business, engineering, construction management or a related field (MBA preferred) and at least three years of progressive program or infrastructure management experience. Preferred credentials include PMP, PgMP, or Six Sigma certification, advanced proficiency in Microsoft Office, strong analytical and risk‑assessment skills, and proven leadership abilities.
