About the Role

The role supports Constellation organizations by monitoring and controlling project budgets, forecasts, and expenditures through development and analysis of project checkbooks. • Prepare and maintain project checkbooks reflecting monthly/annual budgets, forecasts, and actual expenditures, using input from project managers. • Process approved Project Change Requests to update budgets in the checkbook tool and support monthly financial debriefs. • Review checkbooks regularly to identify missing or incomplete data such as authorization history, milestone dates, contract numbers, and risk/opportunity sheets. • Conduct ad‑hoc analyses and special projects, including focused area assessments, benchmarking studies, business plan initiatives, and procedure development or training. • Assist project managers in updating and analyzing checkbooks, identifying budget challenges, and developing risk and opportunity assessments for yearly budgets. • Perform detailed analysis of real‑time monthly expenditures to ensure proper coding and resolve fiscal discrepancies with vendors or internal departments. • Support the creation of financial presentations for PCR, NSAC, monthly reports, and CNO bi‑monthly reviews, providing guidance on Constellation accounting practices. • Coordinate post‑implementation appraisals (PIAs), compile and trend results, and communicate findings to the project management peer group annually.

What You Bring

• Bachelor’s degree with 5 years related experience, or Associate’s degree with 7 years, or high school diploma/GED with 9 years. • Experience in financial budgeting, cost or project estimating in a related industry. • PMP certification obtained within 18 months of hire. • Ability to meet access and medical requirements for the position. • MBA and/or CPA or PMP certification (preferred). • Expertise with PeopleSoft and Hyperion financial systems (preferred).
