About the Role
The Capacity Planning Specialist, also known as the Headcount Management Specialist, drives analysis, governance, and optimization of workforce distribution across the CWS RME network. The role ensures each site meets contractual staffing obligations, stays within headcount budgets, and adheres to position‑level allowances. Key duties include monitoring headcount across multiple locations, reviewing and approving staffing requisitions, and overseeing mobility requests to align with budgetary and contractual guidelines. The specialist builds and maintains workforce capacity models, analyzes trends using large data sets, and partners with site, regional, HR, and senior leaders to shape staffing strategies. Insights are communicated through clear, data‑driven reports and recommendations presented to senior leadership. • Monitor and align headcount distribution with budgets and contractual requirements across sites. • Review and approve staffing requisitions to ensure compliance with position‑level allowances. • Manage workforce mobility, confirming moves meet capacity and budget constraints. • Analyze workforce trends and build short‑ and long‑term capacity models. • Collaborate with site, regional, HR, and senior leaders to develop staffing strategies. • Prepare data‑driven reports and present recommendations to senior leadership.

What You Bring
Candidates must hold a bachelor’s degree in Business, Operations, HR, Finance or a related field, or possess equivalent experience, and have at least three years of experience in workforce planning, capacity management, or operations analytics. Advanced proficiency in Excel modeling, pivot tables, and PowerPoint is required, along with strong analytical, organizational, and communication skills. Preferred qualifications include experience supporting multi‑site operations, familiarity with Workday or similar HRIS, and knowledge of Power BI and forecasting methodologies. • Interpret contractual language governing staffing levels and role definitions. • Require a bachelor’s degree or equivalent and 3+ years of workforce planning or analytics experience. • Advanced Excel modeling, pivot tables, and strong PowerPoint skills are essential. • Demonstrated ability to translate large data sets into actionable insights. • Strong organizational and communication skills, with confidence to challenge misaligned staffing decisions. • Preferred: multi‑site operations experience, Workday/HRIS familiarity, and Power BI knowledge.
