About the Role
The Sr. Operations Manager in the Engineering and Technical Operations group will work closely with design, lighting & water, commissioning, M&V, document management, data solutions, and O&M teams. This senior‑level role is responsible for tracking and improving efficiency, utilization, processes, procedures, deliverables, and training across the department. Strong listening, communication, and computer skills are essential for presenting to senior management and collaborating across NORESCO. Key duties include maintaining and enhancing systems for resource tracking, project scheduling, technical libraries, and metrics, as well as supporting project development, design, commissioning, and close‑out activities to improve consistency and timelines. The manager provides technical support for root‑cause analysis, assists construction teams in rapid mobilization of final design documents, and conducts project audits and benchmarking through data analysis and site visits. They also develop training programs, manage information tools and templates, and collect best practices for continuous improvement. Participation in cross‑functional working groups to formalize standards and evaluate new technologies is also required. • Maintain and improve engineering operations systems (resource tracking, schedules, technical libraries, metrics). • Support project development, design, commissioning, M&V, O&M, and close‑out activities to ensure consistency and timely delivery. • Provide technical support for root‑cause analysis and resolution of emerging issues. • Assist construction teams with rapid mobilization and final design document initiation. • Conduct project auditing, benchmarking, and data analysis through site visits and research. • Develop and deliver training, mentorship, and cross‑training programs for department personnel. • Create and manage information tools, templates, and libraries to boost process efficiency. • Collect and share best practices and lessons learned for continuous improvement. • Participate in working groups to formalize standards and evaluate new technologies.

What You Bring
Candidates must hold a Bachelor’s degree and have at least five years of design/build, construction, engineering, and project‑management experience, including field work on Federal and non‑Federal Energy Savings Performance Contracting projects. Additional requirements include two years of project financial responsibility and experience creating budgets, assigning resources, and tracking costs. The role also demands strong analytical and problem‑solving abilities. Preferred qualifications include a Master’s degree in Engineering or an MBA, as well as creativity and strong analytical disposition. Proficiency with Microsoft Office, Microsoft Project, and ideally Primavera P6 is advantageous. • Bachelor’s degree required. • Minimum 5 years design/build, construction, engineering, and project‑management experience. • At least 5 years field experience with Federal and non‑Federal ESPC projects. • 2 years experience managing project finances, budgets, and cost tracking. • Master’s degree in Engineering or MBA (preferred). • Demonstrated creative and analytical problem‑solving skills. • Proficiency with Microsoft Office; experience with Microsoft Project and Primavera P6 a plus.
