About the Role
As a member of Waste Management's HR organization, the HR Manager will deliver world‑class strategic people solutions and guidance to assigned managers, focusing on tactical execution and support of internal manager clients. The role drives trust, employee engagement, leadership effectiveness, development and workforce efficiency for a diverse, fast‑growing enterprise. The manager directs HR policies and programs to enable short‑ and long‑term company goals. Core duties include identifying and activating people solutions that align with business objectives, accurately diagnosing organizational issues, developing solutions and implementing action plans, and planning, managing and coordinating various HR functions and resources. Leadership responsibilities encompass managing talent through succession planning for key contributors and managers, delivering learning and development programs for career advancement, and overseeing employee development initiatives that enhance knowledge of the business and industry. The manager executes area‑level strategies to improve organizational health, culture and diversity & inclusion, and serves as a key member of district operating‑unit or functional leadership teams to provide people‑focused business impact. Coaching and advising managers across multiple functions on employee relations, performance, and legal compliance is essential, as is delivering measurable, value‑added HR solutions tied to unit‑level objectives. Partnering with Centers of Expertise, the manager leads or participates in HR projects, hires, develops and coaches members of the People organization, and creates high‑impact written and oral presentations and regular reports for leadership. Acting as an advisor on employment‑related legal issues, the manager ensures compliance with federal, state, provincial and local laws, executes organizational change initiatives, and proactively introduces new ideas to meet evolving work demands. Additional responsibilities include overseeing recruitment outreach, new‑employee orientation, employee separation documentation and exit interviews, preparing absenteeism and turnover reports, delivering policy training, counseling managers on labor‑relation matters, and contributing to the budgeting process with data analysis. The role supervises People Advisors and other support staff, potentially managing one or more full‑time employees. • Provide strategic and tactical HR solutions for ~520 employees across 20 South Atlantic sites. • Lead talent management initiatives, including succession planning, learning & development, and employee development programs. • Drive organizational health, culture, and diversity & inclusion initiatives at the business unit level. • Coach and advise managers on employee relations, performance management, and legal compliance. • Partner with Centers of Expertise to implement HR strategies, projects, and process improvements. • Manage recruitment outreach, onboarding, orientation, and employee separation processes. • Oversee budgeting, reporting, and analytics to identify People insights and reduce turnover. • Supervise People Advisors and support staff, hiring and developing HR team members.

What You Bring
This field‑based individual contributor position supports roughly 520 employees across 20 sites in the South Atlantic footprint (North Carolina, South Carolina, Georgia). It requires 40‑50 % travel throughout the region and must be based in Charlotte, NC. The role also supports the WM Healthcare Solutions acquisition and demands both union and non‑union experience as well as prior M&A exposure. Required qualifications include a bachelor’s degree in Industrial/Labor Relations, Human Resources Management, Psychology or a related field (or a high school diploma/GED with four years relevant experience) and at least five years of experience managing HR systems, processes, programs and professionals; SPHR certification is preferred. Required knowledge, skills and abilities include strong HR discipline and business acumen, strategic thinking, consultative relationship‑building, analytical and diagnostic expertise, talent management and succession planning, innovative problem‑solving, persuasive influencing, excellent verbal and written communication, project management independence, and solid employee and labor‑relations capabilities. The work environment involves 10‑40 % travel, regular keyboard and motor‑coordination tasks, occasional handling of objects under 30 lb, occasional exposure to physical hazards or environmental conditions while on field sites, and primarily office‑based work.
