About the Role
You will serve as the principal on‑site point of contact for the client Contracting Officer and Representative, overseeing a geographically dispersed, multi‑disciplinary staff through design, construction, commissioning, and closeout phases. Responsibilities include ensuring timely submission of deliverables, assisting HR in recruiting and onboarding qualified personnel, and implementing Parsons CMa services to meet schedule, budget, safety, and quality goals. You will also maintain senior‑level communication with contractor and government stakeholders, develop long‑term program roadmaps, produce technical and financial status reports, and perform risk identification, mitigation, and escalation. • Serve as primary on‑site liaison for the client Contracting Officer and Representative. • Direct and oversee a geographically dispersed, multi‑disciplinary team through design, construction, commissioning, and closeout. • Ensure timely submission of all deliverables in compliance with contract requirements. • Lead recruitment, hiring, and onboarding of qualified personnel in partnership with HR. • Implement Parsons Construction Management as Advisor (CMa) services to achieve schedule, budget, safety, and quality goals. • Coordinate senior‑level communication between contractor and government stakeholders. • Develop and execute long‑term program roadmaps, status reports, and performance metrics. • Conduct risk identification, prioritization, mitigation, and escalation. • Manage project budgets, profit & loss, and contract negotiations for multi‑million‑dollar federal projects. • Apply advanced leadership and federal contracting expertise to drive successful program outcomes.

What You Bring
Parsons is seeking a passionate, skilled, and experienced Program Manager to lead a major program and construction management team supporting a large government customer. The role will provide Construction Management as Advisor (CMa) services—including project management, contract management, risk management, scheduling, cost estimating, progress reporting, quality assurance, and safety—across a portfolio of infrastructure projects valued at $50‑250M each, totaling up to $4B. The Program Manager position is aligned to the client location in Euless, Texas, and requires co‑location or relocation to the site. Required qualifications include a bachelor’s degree in engineering or construction management (PE preferred), PMP or Certified Construction Manager certification, and 15+ years of diversified experience managing mega‑scale federal construction programs. Candidates must demonstrate excellent written and oral communication, senior‑level leadership, strong knowledge of federal contracting and procurement, P&L management expertise, and the ability to assess and mitigate risk. U.S. citizenship, the ability to pass federal background checks, a valid driver’s license, and eligibility for DHS suitability are also required. Desired skills include expertise in program management, process improvement, and collaboration within matrixed organizations, as well as experience with web‑based project management information systems such as Procore, Kahua, or USACE RMS. Additional benefits come from experience in design or constructability reviews, statement of work development, cost estimating, and critical path schedule analysis. No security clearance is required for this position. • Bachelor’s degree in engineering or construction management; PE preferred. • PMP or Certified Construction Manager certification. • 15+ years of lifecycle program management on large federal construction programs. • Strong written and oral communication, senior‑level leadership ability. • Expertise in federal acquisition, procurement, pricing, and negotiation. • Experience with P&L management and risk mitigation for multi‑$M projects. • U.S. citizenship, ability to pass federal background checks and obtain DHS suitability. • Valid driver’s license. • Familiarity with web‑based project management tools (e.g., Procore, Kahua, USACE RMS). • Experience with design/constructability reviews, SOW development, cost estimating, and CPM schedule analysis.
