About the Role
The Resident Project Representative Senior role ensures construction projects align with design documents, contract specifications, and Caltrans standards. Responsibilities include maintaining daily construction records, reviewing material compliance, tracking quantities, managing schedules and costs, and coordinating inspections and environmental monitoring. • Read and interpret construction drawings and specifications, identifying discrepancies. • Maintain accurate daily logs of contractor activities, labor, equipment, and materials. • Review construction materials for compliance with contract requirements. • Track quantities and develop pay estimates for work acceptance. • Attend and chair construction progress meetings. • Observe installation and conduct acceptance testing of equipment and systems. • Identify non‑conforming work, create punch lists, and ensure corrective actions. • Prepare documentation for engineer review and project close‑out audits. • Apply Caltrans policies, standards, and manuals to roadway construction projects. • Manage construction schedules, including CPM review, updates, and time impact analyses. • Control project costs and quantities, approve progress payments, and negotiate change orders. • Oversee inspection staff and coordinate specialty inspectors, testing personnel, and environmental monitors. • Ensure environmental compliance with SWPPP, permits, and mitigation measures. • Communicate effectively with contractors, agencies, utilities, and the public.

What You Bring
Candidates must hold a bachelor’s degree in engineering or construction technology, possess at least ten years of progressive construction experience, and demonstrate a solid grasp of contracts, codes, and drawing interpretation. Proficiency with Microsoft Office, Primavera or similar tools, strong written and verbal communication, and a commitment to HDR’s employee‑owned culture are also required. • Preferred: Professional Engineer (PE) license in California and six+ years as a Resident Engineer on Caltrans projects.
