About the Role

The Capture Manager/Principal Project Manager will lead transportation design and construction management programs in the East Central US region. Acting as the primary client contact, you will ensure projects are completed on schedule and within or below budget while supervising Parsons staff and coordinating with key team members and subconsultants. • Assign engineering staff in collaboration with Project, Regional, and Technical Managers to optimize project delivery and pursuit success. • Partner with regional managers to plan, implement, and execute regional goals, projects, and pursuits. • Provide technical guidance and quality oversight for projects and pursuits across the region. • Develop and present industry articles and presentations to position Parsons as a gold‑standard leader. • Serve in leadership roles within professional organizations to raise Parsons’ profile and stay current on industry developments. • Support business development efforts, including target planning, teaming development, and coordination with BD staff. • Act as Capture Manager and Project Manager for key pursuits, attending client meetings and maintaining pipeline knowledge for ODOT and other clients. • Lead proposal creation, pricing, and review processes (Pink, Red, Tiger teams) to drive successful wins. • Communicate client news to regional leadership to inform pursuit strategies. • Participate in BD strategy meetings and provide input on bi‑weekly and periodic sessions. • Represent Parsons with clients and subconsultants during program execution, negotiating scope changes and contract terms. • Serve as Design Manager or Discipline Lead for traditional and design‑build projects, ensuring technical, schedule, and financial performance. • Supervise and mentor direct reports to foster professional growth.

What You Bring

• Require 15+ years of project execution or program management on ODOT or similar highway/bridge projects, with diverse design and execution experience. • Must hold a Bachelor’s degree in Engineering (or related field) and be a licensed Professional Engineer (PE) in Ohio. • Travel nationally to support clients and project teams; no security clearance required.
