About the Role
• Lead pursuit teams in creating win strategies and capture plans. • Coordinate planning, development, and production of proposals for federal procurements. • Plan and facilitate pursuit meetings, set schedules, assignment and compliance matrices. • Conduct proposal kick‑off meetings to align requirements, roles, and deadlines. • Manage narrative, graphics, fees, and materials from internal staff and sub‑consultants. • Track tasks, communicate with participants, and mitigate schedule or content risks. • Monitor proposal progress to meet internal deadlines and quality standards. • Develop client and pursuit plans, including long‑term positioning strategies. • Research project background, client priorities, and procurement timelines. • Write, format, and edit proposal content for clarity and compliance. • Identify and implement proposal best practices and process improvements. • Lead end‑to‑end development of smaller pursuits, overseeing layout and submission. • Create benefit statements, project profiles, and standard qualification materials. • Maintain proposal content libraries in enterprise systems with governance compliance. • Facilitate pursuit debriefs to capture improvement opportunities. • Prepare interview materials such as slide decks, leave‑behinds, Q&A and rehearsals. • Review proposals and presentations for quality and participate in formal reviews. • Stay informed on market trends affecting client pursuits. • Apply pursuit discipline to selected projects in other business sectors. • Lead or support transportation‑related federal pursuits. • Partner with marketing communications to produce qualifications and collateral aligned with branding.

What You Bring
Success in this role demands strategic thinking, leadership, and a focus on win probability, combined with exceptional attention to detail and the capacity to manage multiple concurrent pursuits under compressed timelines. • Experience supporting federal or national public‑sector procurements. • Advanced skill in managing complex compliance‑driven submissions. • Proven ability to coordinate multi‑disciplinary, multi‑office pursuit teams. • Strong expertise in structured win strategy and capture planning. • Experience with heightened governance or review requirements in proposals. • Minimum 10 years of relevant industry experience. • Self‑starter with a record of completing projects independently. • Deep knowledge of A/E/C professional services procurement processes. • Ability to motivate and inspire team members. • Professional or engineering registration, certification, or related technical experience. • Proven sales experience and development of effective win strategies. • Excellent written and verbal communication skills. • Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint). • Willingness to travel and engage in‑person with stakeholders. • Skill in writing compelling content from technical information.
