Lead estimating and cost planning for major infrastructure projects

About the Role
Join our cost and commercial management centre, which spans five global hubs and oversees major events and infrastructure programmes for world‑leading organisations in the public and private sectors. The estimating function ensures cost plans are robust, integrated, deliver value for money and are supported by consistent benchmarking data, while maintaining an integrated baseline of scope, cost and time within project controls. The estimating team also assists in pricing risk and change values, contributes to change control, and provides commercial input throughout the project lifecycle. • Manage estimating and cost planning for whole or part of works. • Set estimating plan and strategy, ensuring compliance. • Prepare initial cost plans at pre‑concept and concept stages. • Refine cost plans through detailed design to full estimates. • Liaise with specialists and contractors for cost advice and data. • Analyze cost data and adjust for project‑specific requirements. • Identify key cost drivers and brief team to design within budget. • Produce reports at various stages of the project. • Provide commercial and cost advice to design and construction teams. • Contribute to change control to keep budgets aligned with scope. • Challenge and propose alternative solutions to maintain budgets. • Deliver value management, value engineering and commercial input. • Apply three‑point estimating techniques, including uncertainty and risk modelling. • Develop cost plans accounting for site specifics, construction methods and temporary works. • Create estimating risk models and assess time and cost impacts. • Record assumptions, exclusions, data sources and caveats. • Analyse cost and quantity data and identify key drivers. • Research and adjust data for location‑specific cost influences. • Collaborate with project managers to achieve budget‑friendly solutions. • Produce estimates from limited design information. • Communicate clearly through reports and presentations to clients and stakeholders. • Perform measurement for building and/or civil engineering projects.

We support our people who are aiming to achieve an academic or professional qualification that will help them develop personally and deliver to the highest standard for our clients. • Understand major project cost drivers and their effect on estimates. • Hold a degree in Quantity Surveying or a related field (preferred). • Possess professional qualifications such as RICS, CIOB or ICE (preferred). • Demonstrate experience on major infrastructure projects. • Provide extensive estimating or cost‑planning experience with a contractor or consultancy. • Work effectively with design teams and understand design decision drivers. • Experience with benchmarking and building estimates from first principles. • Knowledge of estimating systems, e.g., CATO.
