About the Role
The Commercial Head – Manager, Subcontracts will be based in Rabigh and will oversee all contract activities required to execute maintenance work through external contractors. The role covers scope definition, tender preparation, bidder selection, award, and authorisation of work to achieve world‑class performance in the Maintenance Department. Key duties include developing detailed scopes of work for refinery maintenance, creating evaluation criteria and preliminary cost estimates, preparing instructions to bidders, conducting kickoff meetings, and evaluating both technical and commercial offers. The incumbent must also ensure HSSEQ policies, QA/QC requirements and KPI targets are embedded in all contractor agreements. • Develop scopes of work for refinery maintenance activities to be performed by contractors. • Create evaluation criteria and preliminary cost estimates for contracts. • Prepare Instructions to Bidders and lead kickoff meetings with contractors. • Evaluate technical offers and assess commercial proposals for award. • Implement HSSEQ policies, QA/QC requirements and KPIs in all contractor agreements. • Coordinate tender processes and manage contractor authorisation for work commencement.

What You Bring
Candidates must hold a bachelor’s degree in engineering and possess at least ten years of contracting experience. Required skills include fluency in written English, strong SAP knowledge, expertise in bid coordination, contract administration, cost control, maintenance execution management and people leadership. • Bachelor’s degree in engineering. • Minimum 10+ years of contracting experience. • Proficient in written and spoken English. • Strong knowledge of SAP systems. • Expertise in bidding processes, contract administration and cost control. • Solid understanding of maintenance execution and people management. • Excellent communication, leadership and problem‑solving skills.
