About the Role
The Commercial Manager will oversee the financial health and contractual adherence of Design‑and‑Build construction projects across the Kingdom of Saudi Arabia. Reporting directly to the Commercial Director, the role links financial viability with project delivery by managing budgets, negotiating contracts, controlling costs, sourcing suppliers, and mitigating commercial risks to achieve profitability and meet KPIs. Key duties include directing and motivating multiple commercial teams, preparing budgets, tracking expenses, identifying cost‑saving opportunities, and ensuring projects stay within financial targets. The manager will assess contractual and financial risks, develop mitigation strategies, negotiate contract changes, manage claims avoidance, and represent Parsons in client and stakeholder meetings while maintaining compliance with legal and company policies. • Lead and motivate commercial teams across multiple projects. • Prepare, monitor, and manage project budgets and expense tracking. • Identify cost‑saving opportunities and ensure adherence to KPIs. • Assess and mitigate contractual and financial risks. • Negotiate contract modifications, change orders, and claims avoidance. • Develop and maintain supplier and subcontractor relationships. • Prepare performance reports and present updates to senior management and clients. • Ensure compliance with commercial procedures, QA/QC, and document control protocols. • Represent Parsons in client, authority, and stakeholder meetings. • Mentor team members and support career development initiatives.

What You Bring
The ideal candidate holds a Bachelor’s degree in Quantity Surveying, Engineering, Construction Management, or a related field, plus a LLM/MSc in Construction Law, and brings at least fifteen years of experience in contract procurement, negotiation, award and administration. Professional chartered status (e.g., RICS), deep knowledge of FIDIC and Design‑and‑Build contracts, recent experience with PMCM consultants and major contractors, and strong English communication skills are required, along with proficiency in cost control, risk management software, and industry standards. • Hold a Bachelor’s degree in a relevant field plus an LLM/MSc in Construction Law. • Possess at least 15 years of contract procurement and administration experience, with recent Design‑and‑Build exposure.
