About the Role

We are hiring a Program Controls – Reporting Manager to lead enterprise‑level reporting and dashboard delivery for a major capital infrastructure program. The role is based in Arlington, VA, with travel to project sites as required, and is responsible for translating cost, schedule, risk, and performance data into decision‑ready visualizations for program and executive leadership. The manager will develop reporting policies, standardize workflows, and manage the reporting calendar while ensuring compliance with internal and federal requirements. They will produce monthly, quarterly and annual performance reports, integrate earned‑value and risk data, and automate insights using Power BI and other enterprise tools. Collaboration with Program Controls, Finance and project teams is essential to maintain data quality, audit readiness, and continuous improvement of reporting processes. • Develop and maintain program-wide reporting policies, procedures, templates, and tools aligned with cost, schedule, and scope controls. • Establish standardized reporting workflows and governance frameworks for consistent performance communication. • Manage the program reporting calendar, milestone deadlines, and recurring deliverable requirements. • Lead preparation and delivery of monthly, quarterly, and annual program performance reports. • Integrate progress, cost, cash flow, earned value, risk, and forecast data into consolidated reporting products. • Support executive and board-level reports highlighting KPIs, emerging risks, and management actions. • Ensure compliance with internal and federal reporting expectations where applicable. • Identify and implement automation opportunities using Power BI and enterprise data environments. • Design and maintain interactive, role-based dashboards providing real-time visibility into performance drivers. • Validate accuracy, consistency, and stakeholder alignment of all reporting outputs. • Collaborate with project teams and functional leads to collect, validate, and reconcile cost, schedule, and risk data. • Maintain traceability between source systems and published reports for audit readiness. • Drive continuous improvement in reporting processes, data visualization standards, and analytical capabilities. • Act as liaison between Program Controls, Finance, and Program Leadership to ensure cohesive reporting narratives. • Support communication and follow‑up with functional teams to meet reporting requirements and timelines. • Provide analytical and administrative support to the Program Reporting Unit as needed.

What You Bring

Successful candidates hold a BA/BS in Business, Engineering, Finance or Project Management plus at least eight years of relevant experience, and are proficient with Power BI, Primavera P6, TILOS, Visio and Microsoft Office. PMP certification, ten‑plus years of reporting experience, and knowledge of federal and public‑sector reporting standards are preferred. Strong communication, organization, and time‑management skills are required to deliver high‑quality results under pressure. • BA/BS in Business, Engineering, Finance, or Project Management with 8+ years relevant experience or equivalent. • Proficiency in Power BI, Primavera P6, TILOS, Visio, and Microsoft Office Suite. • PMP certification or related project controls/reporting credentials preferred. • Ten plus years of reporting experience. • Experience with desktop publishing and professional graphics software. • Strong background in scheduling, project controls, reporting, and data analytics. • Knowledge of federal reporting standards, compliance frameworks, and large‑scale capital program requirements. • Knowledge of public‑sector reporting standards and infrastructure delivery programs (transportation, rail, roadway, etc.). • Excellent communication, organization, and time‑management skills with ability to deliver under pressure.
