About the Role

The Substation Engineering Manager partners closely with the Project Manager, who handles scope, schedule, budget, and client relations, while the manager focuses on technical execution. Responsibilities include developing and implementing project execution plans, assigning tasks, providing technical guidance, and supporting scope, schedule, and budget through proposal development, risk assessment, change management, and schedule oversight. Technical duties encompass completing substation communication projects of varying complexity, reviewing existing infrastructure and utility standards, and conducting technical reviews of protection and control schematics from a communication/SCADA perspective. The role also involves developing RTU and EMS point lists, configuring RTUs, HMIs, I/O devices, PLCs, and network devices, testing configurations in a lab, coordinating relay communication parameters, and providing technical support to field technicians both remotely and on‑site. Additionally, the manager may mentor project engineers and designers, lead multiple projects across locations, and contribute to technical papers or presentations for industry events. • Partner with Project Manager to oversee technical execution of substation projects. • Develop and implement project execution plans, work breakdown structures, and risk mitigation strategies. • Assign tasks and provide technical guidance to project team members. • Conduct quality checks and reviews according to HDR Quality Management Systems. • Complete technical requirements for substation communication projects of varying complexity. • Review existing communication infrastructure and utility standards to recommend designs. • Perform technical reviews of protection and control schematics from communication/SCADA perspective. • Create RTU and EMS point lists and associated documentation. • Configure RTUs, HMIs, I/O devices, meters, PLCs, communication processors, and network devices using proprietary software. • Test and troubleshoot device configurations in a lab environment. • Coordinate protective relay communication parameters and data maps with protection engineers. • Coordinate EMS database changes with utilities. • Provide technical support to field technicians via phone, email, and on‑site as needed. • Mentor and train Project Engineers, EITs, and designers. • Lead multiple projects simultaneously across different locations. • Attend trainings and seminars to develop technical expertise and prepare technical papers or presentations. • Participate in project reviews as required.

What You Bring

Required qualifications include a Bachelor’s degree in Electrical or Architectural Engineering with an electrical emphasis, at least ten years of electrical design experience, a professional engineering license, extensive knowledge of building power, lighting, and life‑safety systems, and strong proficiency with Microsoft Office, AutoCAD, and electrical design software. Preferred qualifications are a Master’s degree and prior experience with an architectural or engineering consulting firm. • Required: Bachelor’s degree in Electrical or Architectural Engineering, 10+ years experience, PE license, extensive building electrical knowledge, proficiency with Microsoft Office, AutoCAD, and design software. • Preferred: Master’s degree and prior consulting firm experience.
