About the Role
The Quality Assurance Representative will support a major federal infrastructure project for U.S. border security, providing Owner Agent Construction Management Services such as program management, risk management, scheduling, cost estimating, progress reporting, construction quality assurance, and safety. The position is onsite at the Deming, NM project office/trailer and may involve remote locations. In this role you will implement Parsons’ QA processes, conduct daily construction observations, enforce safety standards, and perform comprehensive inspections and testing of work, materials, and equipment. You will also review contractor submittals, track submittal logs, and ensure timely corrective actions while documenting findings within 24 hours. The QA Representative reports to the Site Project Manager and works closely with the Project Engineer, Office Engineer, and other QA staff to achieve project success. No supervisory responsibilities are assigned. • Conduct daily QA inspections and construction observations. • Enforce safety standards and ensure compliance with QA processes. • Review and comment on contractor submittals, plans, and performance techniques. • Monitor submittal logs to prevent overdue items and track progress. • Perform quality control inspections of work, materials, and equipment; document findings within 24 hours. • Participate in pre‑construction, progress, and coordination meetings with government and contractors. • Verify contractor readiness through preparatory inspections (shop drawings, materials, safety analyses, qualified personnel, calibrated test equipment). • Track, classify, and follow up on deficiencies, ensuring timely corrective actions. • Collaborate with the site team (Project Manager, Engineers, QA reps) to achieve project success.

What You Bring
Candidates must have at least five years of construction‑related QA and safety oversight on large multi‑million‑dollar federal projects, a bachelor’s degree in engineering or construction management (or equivalent experience), and experience with web‑based project management and QA systems such as Procore or Kahua. U.S. citizenship, a valid driver’s license, physical ability to work on rough terrain, and strong written and verbal communication skills are required. • Minimum 5 years experience in construction QA/safety oversight on multi‑million‑dollar federal projects. • Bachelor’s degree in engineering or construction management, or equivalent experience. • Experience with web‑based PM/QA systems such as Procore, Kahua, USACE RMS, or NAVFAC eCMS. • U.S. citizenship, ability to pass federal background checks, and a valid driver’s license. • Physically capable of walking over rough terrain and standing for long periods. • Strong written and verbal communication skills in English; ability to obtain DHS suitability determination. • Experience reviewing CPM schedules and identifying potential delays. • Prior work on large construction projects in remote locations. • Completion of Construction Quality Management or OSHA 30‑hour safety training within the past 5 years.
