About the Role

The Lead QA Representative will oversee daily QA activities, supervise other Quality Assurance Representatives, and prepare and review daily reports for completeness and accuracy. Responsibilities include implementing the Parsons QA process, developing supplemental Quality Assurance Plans, reviewing contractor submittals, monitoring submittal timeliness, and conducting comprehensive inspections and testing to verify work, materials, and equipment. The role also involves participating in pre‑construction and progress meetings, tracking deficiencies, ensuring corrective actions are appropriate, and coordinating closely with the Site Team, Project Manager, and engineers to achieve project success. The Lead QA Representative reports to the Project Construction Manager and provides functional leadership to all QA staff, though not direct managerial authority. Collaboration with the Site Team, including Project Engineer and Office Engineer, is essential for mutually achieving project objectives. • Lead and supervise Quality Assurance Representatives on the construction site. • Prepare, review, and ensure accuracy of daily QA reports. • Implement Parsons QA processes and develop supplemental Quality Assurance Plans. • Review contractor submittals and monitor timeliness to meet contract requirements. • Conduct inspections and testing of work, materials, and equipment, documenting findings. • Participate in pre‑construction, progress, and quality‑control coordination meetings. • Track and resolve construction deficiencies, ensuring appropriate corrective actions. • Collaborate with Project Manager, engineers, and site team to achieve project success.

What You Bring

Parsons is seeking a passionate, skilled, and experienced Lead Quality Assurance Representative to join a major program and construction management team supporting a large government customer on a significant infrastructure project for U.S. border security. The role will be based in the Brownsville, TX field site and will operate from the project office or trailer on construction sites, which may be remote. Candidates must have a minimum of eight years of construction‑related experience providing safety and quality assurance oversight on large, multi‑million‑dollar federal projects involving earthwork, concrete placement, and supporting infrastructure. A bachelor’s degree in engineering or construction management, or equivalent experience, is required, along with proficiency in web‑based project management information systems such as Procore or USACE RMS. U.S. citizenship, a valid driver’s license, the ability to pass federal background checks, and physical capability to work on rough terrain are also required. Preferred experience includes reviewing Critical Path Management schedules, working on large remote construction projects, and completing a Construction Quality Management (CQM) course within the past five years. OSHA 30‑hour safety training or an equivalent course is also desirable. No security clearance is required. • Minimum 8 years of QA/safety oversight on large federal construction projects. • Bachelor’s degree in Engineering or Construction Management, or equivalent experience. • Proficiency with web‑based PMIS tools (e.g., Procore, USACE RMS, NAVFAC eCMS). • U.S. citizenship, valid driver’s license, and ability to pass federal background checks. • Physical ability to work on rough terrain and stand for long periods. • Desired: Experience reviewing CPM schedules and working on remote projects. • Desired: Completion of Construction Quality Management (CQM) course within 5 years. • Desired: OSHA 30‑hour safety training or equivalent.
