About the Role
The Assistant Program Manager – Test & Evaluation (T&E) will support planning, coordination, execution, and reporting of developmental and operational test activities across the program lifecycle using NAVAIR procedures. The role ensures that test scope, resources, schedules, documentation, and execution align with acquisition strategy, technical requirements, and government guidance, and involves close collaboration with engineering, logistics, contractors, government stakeholders, test organizations, and end users. Located on‑site in Lexington Park, MD, the position requires travel to support mission‑critical aviation programs. The incumbent will help develop Test and Evaluation Master Plans, coordinate with test agencies, maintain integrated master schedules, oversee test readiness reviews, support on‑site execution, analyze test data, and provide T&E inputs for acquisition milestones. • Develop Test and Evaluation Master Plans, test plans, procedures, and data collection requirements. • Coordinate with developmental and operational test agencies to align strategies, schedules, and priorities. • Ensure test documentation complies with DoD and NAVAIR policies. • Maintain integrated master schedules, tracking milestones, risks, issues, and dependencies. • Organize test readiness reviews, range scheduling, instrumentation, and test article configuration. • Support on‑site test execution and act as liaison to resolve issues promptly. • Collect, analyze, and validate test data; produce test reports and track deficiencies. • Participate in technical reviews and provide inputs for acquisition milestones.

What You Bring
Basic qualifications include U.S. citizenship with an active Secret clearance and Top Secret eligibility, a bachelor’s degree in engineering, physics, computer science, systems engineering, program management or equivalent experience, and at least 10 years of experience supporting DoD acquisition programs. Candidates must have demonstrated experience in developmental and/or operational testing, including test planning, coordination, execution support, and reporting, as well as prior work on NAVAIR aviation programs. Preferred qualifications are a master’s degree in a STEM or management field, DAWIA/FACP/PM certifications, experience working with integrated product teams and government‑led test programs, familiarity with major range and test facilities (e.g., NAVAIR, ATEC, AFOTEC, MDA, DOT&E), and proficiency with tools such as MS Project, Jira, or DOORS. • U.S. citizen with active Secret clearance and Top Secret eligibility. • Bachelor’s degree in engineering, physics, computer science, systems engineering, program management or equivalent experience. • Minimum 10 years supporting DoD acquisition programs and developmental/operational testing. • Experience with NAVAIR aviation programs and related procedures. • Preferred: Master’s degree in STEM or management. • DAWIA/FACP/PM certifications in T&E, engineering, or program management. • Experience with integrated product teams and major test facilities (e.g., NAVAIR, ATEC). • Proficiency with MS Project, Jira, DOORS or similar tools.

Benefits
The position offers a salary range of $116,100 to $180,000 for a 40‑hour work week, with potential bonuses, sign‑on or relocation incentives, and other discretionary payments.
