About the Role

The Senior Cost Manager / Quantity Surveyor will serve as the primary client interface on a mission‑critical data‑center programme, ensuring delivery on time, within budget and to premium standards. The role demands strong governance, commercial rigor and stakeholder engagement while providing leadership, mentorship and alignment with Turner & Townsend’s purpose and values. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce monthly cost reports, executive summaries and funding data for stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built‑cost records to support benchmarking and continuous improvement. • Lead procurement strategy, pricing reviews, scope validation and commercial negotiations. • Manage final accounts and ensure timely agreement of settlements. • Own change control: review, estimate, negotiate, reconcile change orders and post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost data with schedule and scope, collaborating closely with project controls teams. • Drive value‑engineering initiatives and cost‑optimization strategies based on engineering priorities. • Monitor market trends such as escalation, labor availability and material pricing to provide insights. • Act as primary client interface, delivering service excellence and meeting client objectives. • Mentor and coach junior team members to foster a high‑performance, one‑business culture. • Maintain financial excellence through margin tracking and monthly fee/resource forecasting.

What You Bring

• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field. • 5–7+ years of cost management/project controls experience in mission‑critical environments such as data centers. • Strong understanding of MEP systems, resilience requirements and hyperscale data‑center infrastructure. • Proficiency in budgeting, financial reporting, cost control systems and procurement strategies. • RICS accreditation (or progress toward it) and advanced communication, negotiation and stakeholder‑management skills.
