About the Role
The specialist will develop and execute stakeholder engagement and communication plans, identify and map key stakeholders, and prioritize outreach activities. They will create bilingual messaging, draft content, and facilitate meetings, workshops, and public events both virtually and in‑person. The role also manages feedback mechanisms, surveys, and ensures deliverables meet quality standards within budget and schedule. • Lead creation and implementation of stakeholder engagement and communications plans. • Identify and map key stakeholders; conduct research, analysis, and jurisdictional review. • Prioritize engagement activities based on project and client requirements. • Collaborate with project teams on best practices and risk communications. • Engage and inform stakeholders and communities via in‑person, virtual, or written channels. • Develop bilingual themes, core messages, and collateral for diverse audiences. • Draft content such as fact sheets, FAQs, exhibit materials, and other communication assets. • Plan and facilitate stakeholder meetings, workshops, open houses, and focus groups (virtual/in‑person). • Create presentations that adhere to client brand guidelines. • Manage and track stakeholder communications and feedback with meticulous attention to detail. • Design and administer surveys and focus groups to gather stakeholder feedback. • Deliver work within agreed objectives, budget, and timeline with minimal supervision. • Exercise sound judgment in client communications and build key project relationships. • Lead project teams, coach entry‑mid level staff, and oversee quality checks of deliverables. • Manage client communications and develop relationships with key contacts.

What You Bring
Our West Region Strategic Communications Group is hiring a bilingual Senior Community Engagement Specialist to support large, complex infrastructure projects on both sides of the Texas‑U.S‑Mexico border. The role collaborates with clients and specialist teams and is accountable for leading stakeholder engagement and communications. Candidates must hold a BA/BS and have at least six years of relevant experience, with fluency in English and Spanish and familiarity with Texas‑Mexico border communities. Preferred qualifications include ten plus years in communications or community engagement, extensive experience on large infrastructure programs, and proven ability to lead small teams and manage complex stakeholder relationships. • Hold a BA/BS degree and at least six years of relevant experience or equivalent. • Demonstrate bilingual fluency in English and Spanish and experience with Texas‑Mexico border communities. • Preferably possess ten or more years in communications, community engagement, or stakeholder management. • Have six or more years managing stakeholder/communications on large infrastructure programs. • Bring three or more years of experience on large infrastructure projects. • Proven ability to manage complex stakeholder relationships and develop effective communication strategies. • Experience leading small teams (2‑5 people) in engagement plan implementation. • Facilitation skills for meetings and workshops in both English and Spanish. • Strong interpersonal communication for interaction with program leaders, clients, stakeholders, and the public. • Experience with government, media, public relations, stakeholder analysis, and facilitation.
