About the Role
Cushman & Wakefield are seeking a Technical Services Manager (TSM) to oversee day‑to‑day management of mechanical, electrical and related services contracts on site, ensuring safe and efficient operation, statutory compliance and thorough documentation. The role also involves monitoring contract specifications through key performance indicators, supporting delivery of small service‑charge and capital‑expenditure projects, and managing service‑charge cash‑flow and expenditure across the estate. The TSM will work closely with the Building Manager to report on financial performance, compliance and contract delivery, and will manage health‑and‑safety elements, ISO certification processes and the review and authorization of landlord and tenant MEP access permits. Key responsibilities include managing the daily operations of mechanical, electrical and lift maintenance contracts, providing technical support for all MEP and hard‑services contracts, and ensuring that supplier contract specifications are up‑to‑date and costed for inclusion in the annual service‑charge budget. The TSM will monitor contractor performance, benchmark suppliers, attend regular contractor review meetings and report any expenditure variations. Additional duties involve liaising with tenants on MEP issues, maintaining health‑and‑safety and statutory policies, approving tenant and contractor access permits, and identifying building condition improvements. • Manage day‑to‑day MEP, lift and hard‑services contracts ensuring safety and statutory compliance. • Monitor contractor performance using KPIs and record results. • Oversee service‑charge expenditure, schedule works and manage cash‑flow for MEP contracts and small projects. • Report on expenditures, cash‑flow, compliance and contract performance to the Building Manager. • Review, approve and authorize landlord/tenant MEP access permits and wayleave agreements. • Ensure compliance with ISO certification standards and maintain the estate health‑and‑safety system. • Act as first point of contact for tenant and occupier MEP queries. • Develop and update contract specifications, policies and procedures. • Conduct regular contractor review meetings and benchmark supplier performance. • Liaise with tenants on general MEP issues and identify building condition improvements.

What You Bring
Required qualifications include IOSH or NEBOSH certification, an engineering degree or HND/HNC (preferred), and current professional engineering status (chartered, incorporated or technician). The candidate must possess strong organisational and communication skills, extensive knowledge of facilities management, MEP services and equipment, and experience in contract and ISO standards management. Financial acumen, understanding of sustainability legislation, KPI setting, policy development, health‑and‑safety management, and project cost planning are also essential. • Hold IOSH/NEBOSH certification and an engineering degree or HND/HNC (preferred). • Demonstrate experience in MEP contract management, ISO compliance, financial budgeting and KPI setting.
