About the Role
• Develop and maintain detailed cost plans and estimates throughout design and delivery phases using benchmarks and technical documentation. • Produce and present monthly cost reports, executive summaries and funding data to stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built cost records for benchmarking and continuous improvement. • Lead procurement strategy, review contractor/subcontractor pricing, validate scope and conduct commercial negotiations to achieve fair contract prices. • Manage final accounts and ensure timely agreement. • Oversee change control: review, estimate, negotiate and reconcile change orders and post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, working closely with project controls and scheduling teams. • Inform engineering priorities based on cost impact and lead value‑engineering initiatives and cost‑optimization strategies. • Monitor market trends such as escalation, labor availability and material pricing and provide timely insights. • Serve as the primary client interface to ensure objectives are met and service excellence delivered. • Prepare and present executive‑level updates, written comments on contractor submissions and cost estimate updates. • Ensure adherence to internal Business Management Systems and company delivery methodologies. • Mentor and coach junior team members to foster a high‑performance, one‑business culture. • Comply with SOX control responsibilities where applicable.

What You Bring
Turner & Townsend is seeking an experienced Senior Cost Manager / Quantity Surveyor to be the primary client interface and deliver a value‑added cost‑management service on a large‑scale, mission‑critical data‑center programme. The role is responsible for ensuring the project is delivered on time, within budget and to the highest standards, with strong governance, commercial rigor and stakeholder engagement. The ideal candidate thrives in a client‑facing environment, communicates clearly, works both independently and collaboratively, and provides leadership while embodying the company’s purpose, values and vision. • Demonstrate excellence in financial management including margin tracking and monthly fee/resource forecasts across commissions. • Hold a bachelor’s degree in construction management, quantity surveying, engineering or related field. • Possess 5–7+ years of cost management/project controls experience in mission‑critical environments and medium‑to‑large, complex projects. • Prior construction consultancy experience is strongly preferred. • Understand MEP systems, resilience requirements and campus‑scale infrastructure for hyperscale data centres. • Have strong foundation in budgeting, financial reporting, cost control systems and Earned Value Management. • Expertise in procurement strategies and commercial management of contractor/vendor contracts. • RICS accreditation or progress toward certification is advantageous. • Demonstrate excellent communication, negotiation and stakeholder management skills. • Exhibit strong analytical and problem‑solving abilities with high attention to detail. • Be proficient with industry‑standard cost management tools and software.
