About the Role
The company is hiring a Senior Cost Manager / Quantity Surveyor for a large‑scale, mission‑critical data centre programme in Beaver County, PA. The role will lead cost planning, budgeting, procurement, commercial negotiations and change control, integrating cost with schedule and scope while meeting governance and financial system requirements. The incumbent will work closely with design teams, contractors and vendors and present executive‑level cost updates. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce and present monthly cost reports, executive summaries, and funding data to stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built cost records for benchmarking and continuous improvement. • Lead procurement strategy, pricing reviews, scope validation and commercial negotiations to secure fair contracts. • Manage final accounts and ensure timely agreement. • Own change control: review, estimate, negotiate, reconcile change orders and manage post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, collaborating with project controls and scheduling teams. • Drive engineering priorities based on cost impact; lead value engineering and cost optimisation initiatives. • Monitor market trends (escalation, labour availability, material pricing) and provide insights. • Serve as primary client interface, delivering service excellence and meeting objectives. • Prepare and present executive‑level updates and written comments on contractor submissions. • Ensure compliance with internal Business Management Systems and delivery methodologies. • Mentor and coach junior team members to foster a high‑performance culture. • Maintain financial excellence through margin tracking and monthly forecasts. • Adhere to SOX control responsibilities where applicable.

What You Bring
• Hold a Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field. • Possess 5–7+ years of cost management/project controls experience in mission‑critical environments such as data centers. • Experience in construction consultancy and strong understanding of MEP systems and hyperscale data‑center infrastructure. • Demonstrated expertise in budgeting, financial reporting, cost control systems and Earned Value Management. • Proven procurement and commercial contract management skills. • RICS accreditation or progress toward certification is advantageous. • Excellent communication, negotiation and stakeholder management abilities. • Strong analytical, problem‑solving skills with high attention to detail. • Proficiency with industry‑standard cost management tools and software.
