About the Role

The company is seeking an Associate Director‑level Cost Manager/Quantity Surveyor to lead commercial strategy and cost governance for a large‑scale, multi‑phase data centre development in Conesville, Ohio. The role will oversee cost planning, budgeting, procurement strategy and risk management across multiple packages, serve as a trusted advisor to senior stakeholders, and provide executive‑level reporting while driving value‑engineering initiatives. • Provide strategic leadership for cost management across multi‑phase data centre programmes. • Develop and implement cost strategies, frameworks and reporting structures for multi‑billion‑dollar budgets. • Act as primary client interface, maintaining strong communication with stakeholders and consultants. • Advise senior stakeholders on commercial strategy, procurement models and contract negotiations. • Oversee full‑life‑cycle cost management activities, including quantity surveying, cost controls and change management. • Lead executive‑level reporting of cost performance, forecasts and risk assessments. • Drive value‑engineering and design‑optimization initiatives to identify cost‑saving opportunities. • Mentor and develop cost‑management teams, ensuring capability growth and succession planning. • Enhance internal cost‑management tools, templates and processes for continuous improvement. • Manage financial performance, including margin tracking, fee/resource forecasts and BMS compliance. • Support pre‑construction activities, feasibility studies and early‑stage cost modelling for future phases. • Build strong relationships with clients, contractors and vendors to identify business‑growth opportunities. • Adhere to SOX control responsibilities where applicable.

What You Bring

Candidates must hold a bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related discipline (advanced degree preferred) and have at least 10 years of cost‑management or project‑control experience, including 3–5 years in a leadership position. Proven experience managing mission‑critical construction programmes, strong knowledge of procurement and contract strategies, RICS accreditation, and exceptional leadership and communication skills are essential. • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field (advanced degree preferred). • 10 + years of cost‑management or project‑controls experience, with 3–5 years in a leadership role. • Proven experience managing large‑scale, mission‑critical construction programmes such as hyperscale data centres. • Expertise in cost planning, budgeting, financial reporting and program‑level cost control systems. • Strong knowledge of procurement strategies, commercial management and construction contracts. • RICS accreditation or equivalent professional certification strongly preferred. • Exceptional leadership, communication and negotiation skills with senior stakeholder influence. • Advanced analytical and problem‑solving abilities with meticulous attention to detail. • Proficiency in industry‑standard cost‑management software and tools. • Familiarity with MEP systems and complex building services (beneficial). • Ability to manage multiple phases and packages concurrently in a fast‑paced environment. • Experience with value‑engineering and design‑optimization techniques. • Knowledge of energy infrastructure, carbon capture technologies and sustainability considerations (plus).
