About the Role

The Principal Project Control Engineer will join Parsons’ Industrial Base Directorate in Kingsport, Tennessee. This hybrid role supports cost control, budget oversight, data management, and reporting for large‑scale construction programs. Key duties include managing the project lifecycle—from setup and invoicing to month‑end close—collaborating with program managers and functional teams, maintaining risk registers, developing estimates to completion, and delivering variance analysis on revenue, profit, and cash backlog. The engineer also oversees information‑management systems, assesses design and schedule impacts, and creates metrics and reports for senior leadership. • Manage project lifecycle activities including setup, invoicing, accruals, and month‑end close • Collaborate with program managers, business managers, billing, contracts, and operations to implement and monitor business plans • Prepare and support Quarterly Deep Dive, Annual Operating Plan, and monthly forecasts • Develop and maintain Estimates at Completion (EAC) and assist with Estimates to Complete (ETC) projections • Maintain the project risk register, identify new risks, and calculate cost and schedule impacts • Oversee information‑management system to track plan and schedule hierarchy and report project status • Analyze design and construction changes, schedule slippages, and their financial impacts • Perform variance analysis on revenue, profit, cash backlog, and risk/opportunity metrics • Create metrics and reports for management and stakeholder decision‑making • Develop and implement new program and project control processes for budgets, estimates, and schedules • Review budget and scope change proposals for justification and documentation • Troubleshoot budget, scope, schedule, and funding issues across divisions • Manage subcontractor and client invoice cycles

What You Bring

Applicants must hold a bachelor’s degree in business, finance, engineering, or construction management and possess at least five years of relevant experience. Proficiency in Excel, forecasting tools, Costpoint, and Microsoft Office is required, along with experience on fixed‑price vertical construction projects and federal contracts. Desired skills include Primavera, scheduling software, and a general understanding of GAAP. • Bachelor’s degree in business administration, finance, engineering, or construction management • Minimum 5 years of relevant experience or equivalent • Proficient in Excel, forecasting tools, Costpoint, and Microsoft Office Suite • Experience with fixed‑price vertical construction projects and federal contracts • Ability to work on‑site in Kingsport, Tennessee 2‑3 days per week • Experience with Primavera and scheduling software (desired) • General understanding of GAAP principles (desired) • No security clearance required
