About the Role
ECS is seeking a dynamic and strategic leader to oversee the Special Projects Program (SPG) across the southwest region. The Regional Manager role is high‑impact, targeting growth, direction, and performance of SPG operations in transportation, heavy civil infrastructure, and the public sector. The position involves building strong client relationships, leading multidisciplinary teams, serving as a Principal Engineer when needed, and driving profitability in key markets. The manager will provide strategic oversight of the SPG, aligning it with regional and national business goals, and hold full P&L responsibility, including budgeting, forecasting, and financial performance. They will cultivate relationships with public agencies and DOTs, lead client pursuits, and ensure project delivery from proposal through completion. The role includes mentoring project managers and technical staff, guiding complex technical decisions, and maintaining QA/QC standards. Collaboration with ECS subsidiaries will ensure alignment on scopes, schedules, fee structures, invoicing, and tracking, while enhancing internal tools for visibility and reporting. Additionally, the manager will drive business development, market expansion, and serve as a trusted advisor to key clients. • Lead strategic direction and staff development for the Special Projects Program in the southwest region. • Manage full P&L, including budgeting, forecasting, and financial performance for transportation and heavy civil infrastructure projects. • Cultivate relationships with public agencies, DOTs, and infrastructure partners; lead client pursuits and project delivery. • Mentor project managers and technical staff on complex technical decisions, QA/QC standards, and deliverable excellence. • Align project scopes, schedules, fee structures, invoicing, and tracking across ECS subsidiaries. • Enhance internal tracking tools to improve project visibility, reporting accuracy, and on‑time performance. • Develop and deliver targeted training initiatives to meet evolving client demands. • Identify and pursue strategic growth opportunities; drive business development and market expansion in transportation and infrastructure markets. • Serve as a trusted advisor to key clients, ensuring satisfaction, repeat business, and long‑term alignment.

What You Bring
Candidates must have 15+ years of experience in geotechnical engineering and/or construction materials testing, with a professional engineering license. Proven regional or executive leadership experience in transportation and heavy civil consulting programs, as well as a strong background in public‑sector business development, is required. Exceptional communication, interpersonal skills, and the ability to manage profit centers and cross‑functional teams across multiple geographies are essential. • Hold a valid Professional Engineer (PE) license.
