About the Role
The Community Manager oversees all operations of a housing community under the Regional Manager, supervising staff, leasing, maintenance, finance, administration and risk management while ensuring compliance with policies, safety and fair‑housing guidelines. Personnel duties require daily onsite presence, recruiting, training, coaching and scheduling staff, addressing performance issues, documenting actions, and fostering a harmonious, compliant work environment. Financial duties involve maximizing net operating income through cost control and lease revenue, developing annual budgets, monitoring rent collections and vendor invoicing, and ensuring accurate property closeout financial reporting. Leasing responsibilities include creating an annual marketing plan, guiding staff leasing processes, handling resident complaints, running retention programs, and showing, leasing and moving in prospective residents. Administrative and maintenance duties entail producing accurate reports, leading the emergency response team, overseeing customer service, maintaining property appearance, managing vendor bids, and supervising maintenance, construction and rehabilitation projects. • Oversee all aspects of community operations, including staff, leasing, maintenance, finance, administration and risk management. • Ensure compliance with Asset Living policies, safety standards, Fair Housing and OSHA regulations. • Recruit, train, schedule and mentor on‑site personnel, handling performance issues as needed. • Develop and manage annual budgets, maximize net operating income, and monitor rent collections and vendor invoices. • Create and execute yearly marketing strategies, handle resident complaints, and implement retention programs. • Supervise emergency response, customer service requests, property inspections and timely repairs. • Manage vendor bidding, equipment procurement and oversee construction/rehabilitation projects.

What You Bring
Preferred experience includes a minimum of two years with affordable housing programs such as LIHTC, HUD Section 8, 236, PRAC, 811, USDA Rural Development, HCD, HOME, and related funds; affordable‑housing certifications are a plus but not required. Education and qualifications require a high school diploma (bachelor’s degree or four years housing experience preferred), basic computer skills, knowledge of Fair Housing and OSHA, and CAM or ARM certification is desirable. Physical and logistical requirements include the ability to stand, walk, lift up to 25 lb, perform occasional stooping, kneeling or crawling, and having reliable transportation for on‑call emergency duties, with reasonable accommodations available. • Minimum 2 years experience with affordable housing programs (LIHTC, HUD Section 8, USDA Rural Development, etc.). • Preferred certifications: Affordable Housing Accreditation (HCCP, HCP‑E, COS, BOS, TCS, CPO), CAM or ARM. • Education: High school diploma required; bachelor’s degree or four years housing experience preferred. • Physical ability to stand, walk, lift up to 25 lb and perform occasional stooping, kneeling or crawling. • Reliable transportation for on‑call emergency duties.
