About the Role
In this role you will lead and manage a team to create compliant, responsive, and compelling proposals that solve customer problems and differentiate Parsons from competitors. You will set overall proposal strategy, hold team members accountable, and provide mentorship and feedback throughout the pursuit lifecycle. You will coordinate with capture teams, subject‑matter experts, and graphics specialists, facilitate kickoff and review meetings, and run strategy‑driven workshops such as storyboarding and WinLabs. Additionally, you will perform detailed RFP analysis, build compliance matrices, write non‑technical sections, and refine processes to improve efficiency and win rates. • Direct proposal team to produce compliant, responsive, and compelling solutions. • Define overall proposal strategy and maintain decision‑making authority. • Conduct kickoff, milestone, and color‑review meetings; lead workshops such as storyboarding and win‑labs. • Draft non‑technical sections (cover letters, executive summaries, resumes, win themes) and ensure drafts meet compliance and quality standards. • Analyze RFP/RFQ/RFI documents, create compliance matrices, schedules, and annotated outlines. • Coordinate with capture teams, SMEs, graphics, and desktop publishing to align narrative and visual standards. • Streamline proposal processes, introduce efficiencies, and track win‑rate improvements. • Prepare interview/oral presentations, develop collateral, and coach team members. • Maintain accurate SalesCloud CRM opportunity records and execute proposal closeout lessons learned. • Produce high‑quality written content for executive summaries and cover letters. • Manage multiple overlapping assignments and meet critical deadlines under pressure.

What You Bring
The company is seeking a talented Proposal Manager to champion the development and delivery of major proposals, qualifications, and other business development materials for critical infrastructure opportunities nationwide. The position requires strong facilitation, leadership, and communication skills, excellent written abilities for executive summaries and cover letters, and the capacity to inspire high‑quality work from diverse team members. Candidates must be adaptable to changing priorities, able to work under stressful deadlines, and capable of managing multiple overlapping assignments. Proficiency with Adobe Creative Suite (InDesign, Illustrator, Acrobat) and Microsoft Office (Word, Excel, PowerPoint) is essential. Ideal applicants hold a four‑year degree (or equivalent) and bring approximately 12 + years of progressive proposal management experience, preferably in the AEC sector and large‑scale program proposals. Professional certifications such as APMP, PMP, or Shipley Associates are desirable, though not required. • Demonstrate strong facilitation, leadership, and communication capabilities. • Use Adobe Creative Suite (InDesign, Illustrator, Acrobat) and Microsoft Office proficiently. • 12 + years of progressive proposal management experience, especially in AEC and large‑scale programs. • Bachelor’s degree or equivalent; APMP, PMP, or similar certification preferred.
