About the Role

The Regional Manager provides strategic leadership and oversight of the SPG, aligning its direction, performance, and staff development with regional and national business goals. Full P&L responsibility includes budgeting, forecasting, and financial performance for transportation and heavy civil projects. The role involves cultivating relationships with public agencies, DOTs, and infrastructure partners, leading client pursuits, and ensuring successful project delivery from proposal through completion. You will mentor a high‑performing team of project managers and technical staff, offering guidance on complex technical decisions, QA/QC standards, and consistent excellence in deliverables. Collaboration across ECS subsidiaries is required to align project scopes, schedules, and fee structures, while ensuring internal invoicing and tracking processes meet client expectations. Additionally, you will refine internal tracking tools, develop targeted training initiatives, and drive business development to expand ECS’s footprint in the region. • Provide strategic leadership and oversee the Special Projects Program across the southwest region. • Manage full P&L, budgeting, forecasting, and financial performance for transportation and heavy civil infrastructure projects. • Cultivate relationships with public agencies, DOTs, and infrastructure partners; lead client pursuits and ensure project delivery from proposal to completion. • Mentor project managers and technical staff, guiding complex technical decisions and maintaining QA/QC standards. • Collaborate with ECS subsidiaries to align scopes, schedules, and fee structures; ensure invoicing and project tracking support client expectations. • Refine internal tracking tools to improve project visibility, reporting accuracy, and on‑time performance. • Develop and lead targeted training initiatives for specialized project requirements. • Identify and pursue strategic growth opportunities; drive marketing and positioning to expand ECS’s footprint in transportation and infrastructure markets. • Serve as trusted advisor to key clients, ensuring satisfaction and repeat business.

What You Bring

Qualifications include 15+ years of experience in geotechnical engineering and/or construction materials testing as a professional engineer and project manager, with proven regional or executive leadership on transportation and heavy civil consulting programs. A strong background in public‑sector business development and project delivery, exceptional communication skills, the ability to manage profit centers and lead cross‑functional teams across multiple geographies, and a licensed PE are required. • 15+ years experience in geotechnical engineering or construction materials testing as a professional engineer and project manager. • Proven regional or executive leadership in geotechnical/construction materials testing for transportation and heavy civil consulting programs. • Strong background in public‑sector business development and delivery for DOT, municipal, or large civil projects. • Exceptional communication and interpersonal skills. • Ability to manage profit centers and lead cross‑functional teams across multiple geographies. • Licensed Professional Engineer (PE) required.
