About the Role
In this position you will conduct daily QA inspections and construction observations, enforce safety standards, and implement Parsons’ QA process in accordance with the project’s supplemental Quality Assurance Plan. You will review contractor submittals, monitor their timeliness, and provide written recommendations to the Project Engineer or Construction Manager. Additional duties include inspecting work quality, materials, equipment, and safety procedures, documenting findings, and submitting daily QA reports within 24 hours. You will also attend pre‑construction, progress, and coordination meetings and collaborate closely with the Site Team to ensure project success. The Site Project Manager provides supervision; the QA Representative does not have supervisory responsibilities. • Conduct daily QA inspections and construction observations on site. • Enforce safety standards and ensure contractor compliance. • Implement Parsons QA process and follow the supplemental Quality Assurance Plan. • Review contractor submittals and provide written approval or disapproval recommendations. • Monitor submittal timelines and track progress to prevent overdue items. • Inspect work quality, materials, equipment, and safety procedures. • Document inspection findings and submit daily QA reports within 24 hours. • Participate in pre‑construction, progress, and coordination meetings. • Collaborate with the project manager, engineers, and QA team to achieve project success.

What You Bring
Parsons is seeking experienced Quality Assurance Representatives to support a major government infrastructure program focused on U.S. border security. The role provides Owner‑Agent Construction Management Services—including program management, risk management, scheduling, cost estimating, progress reporting, construction QA, and safety—working from a project office or trailer on remote construction sites, specifically the Brownsfield, TX field office. Candidates must have at least five years of construction‑related experience overseeing safety and quality on large, multi‑million‑dollar federal projects involving horizontal construction, earthwork, aggregate processing, and concrete work. A bachelor’s degree in engineering or construction management is preferred, or equivalent experience, along with proficiency in web‑based project management and QA software such as Procore, Kahua, or USACE RMS. Applicants must be U.S. citizens able to pass federal background checks, hold a valid driver’s license, be physically capable of navigating rough terrain and standing for long periods, and communicate clearly in English. Desired qualifications include experience reviewing CPM schedules, working on remote‑site projects, and recent completion of a Construction Quality Management or OSHA 30‑hour safety course. No security clearance is required for this position. • Minimum five years experience on large multi‑million‑dollar federal construction projects. • Bachelor’s degree in engineering or construction management (or equivalent experience). • Proficiency with web‑based project management and QA software (e.g., Procore, Kahua, USACE RMS). • U.S. citizenship, ability to pass federal background checks, and a valid driver’s license. • Physical ability to walk on rough terrain and stand for long periods. • Strong verbal and written communication skills in English. • Desired: experience reviewing CPM schedules and remote‑site project work. • Desired: recent completion of Construction Quality Management or OSHA 30‑hour safety training.
