About the Role

The role of Cost Manager / Quantity Surveyor is the primary client interface for a large‑scale, mission‑critical data centre program. The incumbent ensures the project is delivered on time, within budget, and to high‑quality standards while promoting governance, commercial rigor, and stakeholder engagement in line with Turner & Townsend’s values. Key responsibilities include managing cost control across multi‑phase construction, developing and maintaining cost plans, budgets and cash‑flow forecasts, monitoring performance against forecasts, reviewing change orders and payment applications, supporting procurement and bid processes, and preparing executive‑level cost reports and dashboards. The role also tracks contingencies, contributes to value‑engineering, conducts cost‑related risk analysis, collaborates with cross‑functional teams, improves cost‑management tools, and oversees final accounting, audits and lessons‑learned activities, with possible SOX control duties. • Lead cost control for multi‑phase data centre construction projects. • Create and maintain cost plans, budgets, and cash‑flow forecasts aligned to scope and schedule. • Monitor actual costs versus forecasts, report variances, and maintain benchmarking data. • Review and validate change orders and payment applications for compliance and justification. • Support procurement activities, including bid analysis, vendor pre‑qualification, and contractor negotiations. • Prepare executive‑level cost reports, dashboards, and client presentations. • Track contingencies, commitments, and support value‑engineering and design optimization initiatives. • Conduct cost‑related risk analysis and update commercial risk registers. • Collaborate with cross‑functional teams and represent the project in governance meetings. • Implement and improve cost‑management tools, templates, and reporting standards. • Manage final accounting, post‑contract audits, and lessons‑learned documentation. • Ensure adherence to SOX controls where applicable.

What You Bring

Candidates should hold a bachelor’s degree in construction management, quantity surveying, engineering or a related field (graduate degree preferred) and have 3‑6 years of cost management or project‑controls experience in the construction sector, ideally within data centres or high‑tech projects. Construction consultancy experience, strong knowledge of cost management processes, procurement strategies, value engineering, and risk management are essential, while RICS accreditation, MEP knowledge, and advanced Excel/data‑analysis skills are advantageous. • Hold a bachelor’s degree in construction‑related discipline; graduate degree preferred. • Possess 3–6 years of construction cost management or project controls experience. • Experience in construction consultancy and medium‑to‑large projects, especially data centres. • Knowledge of cost management processes, procurement strategies, and value engineering. • RICS accreditation or progress toward certification is a plus. • Proficient in cost management software, Excel, and data analysis for cost modeling. • Strong communication, organization, and stakeholder management abilities.
