About the Role

The QA Representative will conduct daily quality assurance and construction observations, enforce safety standards, and implement Parsons’ QA process on the project site. Responsibilities include reviewing contractor submittals, monitoring submittal timeliness, inspecting work for compliance with contract documents and safety job hazard analyses, and providing written recommendations to the Project Engineer/Construction Manager. The incumbent will also perform preparatory inspections, track deficiencies, verify corrective actions, and submit daily QA reports within 24 hours. Participation in pre‑construction conferences, coordination meetings, progress meetings, and other stakeholder gatherings is required, as is close collaboration with the site team. • Perform daily QA inspections and construction observations on site. • Enforce safety standards and ensure compliance with QA plans. • Review and approve or disapprove contractor submittals and quality control reports. • Track submittal timelines to prevent overdue items. • Conduct preparatory inspections before work begins to verify readiness. • Document inspection findings and submit daily QA reports within 24 hours. • Participate in project meetings with government, Parsons, and contractors. • Collaborate closely with the site team, including Project Manager and Engineers.

What You Bring

Parsons is seeking passionate, skilled, and experienced Quality Assurance Representatives to join a major program and construction management team supporting a large government customer on a significant infrastructure project central to U.S. border security. The role provides Owner Agent Construction Management Services including program management, construction management, risk management, scheduling, cost estimating, progress reporting, construction quality assurance, safety, and other supporting services. Work will be performed from a project office/trailer located on construction sites, which may be in remote locations, and the position is based in the Laredo, TX field office. Candidates must have a minimum of five years of construction‑related experience providing safety and quality assurance oversight on large, multi‑million‑dollar federal projects involving horizontal construction, earthwork, aggregate processing, concrete placement, and supporting infrastructure. A bachelor’s degree in engineering or construction management is preferred, though equivalent experience is acceptable. Experience with web‑based project management and QA systems such as Procore, Kahua, USACE RMS, or NAVFAC eCMS is required. Applicants must be U.S. citizens able to pass federal background checks, possess a valid driver’s license, be physically capable of working on rough terrain, and communicate clearly in English. Desired qualifications include experience reviewing critical path management schedules, working on remote large‑scale construction projects, and completing a Construction Quality Management (CQM) or equivalent course within the past five years. OSHA 30‑hour safety training or an equivalent credential is also preferred. No security clearance is required for this position. • Minimum five years experience on large multi‑million‑dollar federal construction projects. • Bachelor’s degree in Engineering or Construction Management, or equivalent experience. • Proficiency with web‑based PM/QA systems such as Procore, Kahua, or USACE RMS. • U.S. citizenship, valid driver’s license, and ability to pass federal background checks.
