About the Role
The manager will define and implement the HSE and security strategy, ensuring that all policies are understood and enforced on site. They will capture and analyze security metrics to guide staffing, resource allocation, technology planning, and maturity initiatives, while also monitoring training, certifications, and related investments. Regular meetings with leadership, contractors, and subcontractors will be held to gather site requirements and develop appropriate solutions, and ongoing cases will be managed throughout their lifecycle to ensure compliance and preventive actions. • Define and implement Facility Management HSE and Security strategy and procedures. • Ensure site-wide understanding and enforcement of HSE and Security policies. • Capture and analyze security metrics to guide staffing, resources, technology planning, and maturity initiatives. • Monitor personnel training, certifications, conference attendance, and related investments. • Conduct regular meetings with leadership, contractors, and subcontractors to gather requirements and develop solutions. • Manage ongoing cases throughout their lifecycle, ensuring workflow compliance and preventive recommendations.

What You Bring
Parsons is seeking an amazingly talented HSE & Security Manager to join the Qiddiya Facility Management (FM) team. This role will lead health, safety, environment, and security functions across the facility. The ideal candidate holds an engineering degree or related discipline and brings at least 15 years of experience in health, safety, and security, preferably within a facilities management environment. Experience in food safety, hygiene, and security, as well as prior work managing workers’ accommodation facilities in Saudi Arabia, is essential, with Saudi experience considered advantageous. OSHA certification or a similar credential, coupled with strong written and spoken English communication skills, further strengthens the profile. • Hold an engineering or related degree with at least 15 years of health, safety, and security experience. • Possess facilities management experience, including food safety/hygiene and security knowledge. • Have prior experience managing workers’ accommodation facilities in Saudi Arabia; Saudi experience is advantageous. • Obtain OSHA certification or equivalent (preferred). • Demonstrate strong written and spoken English communication skills.
