About the Role
Provide guidance to managers and employees on performance management, coaching, employee relations, conflict resolution, and employee development. Ensure a positive and compliant work environment through consistent application of HR policies and adherence to federal and state employment laws, OSHA, EEO, AA, and ITAR requirements. Support site learning and development programs, including pay‑for‑skill initiatives, front‑line leadership training, and other key development activities, continuously evaluating and enhancing program effectiveness. Assist with internal and external compliance audits and regulatory reviews as required. Apply a process‑oriented approach to standardize work and promote continuous improvement using Lean management tools. Utilize strong analytical abilities to identify trends, relationships, and root causes to solve complex problems, and make sound, timely decisions in ambiguous situations. • Guide managers and employees on performance management, coaching, employee relations, conflict resolution, and development. • Ensure compliance with HR policies, federal/state labor laws, OSHA, EEO, AA, and ITAR. • Support and evaluate learning and development programs, including pay‑for‑skill and front‑line leadership training. • Conduct internal and external compliance audits and regulatory reviews. • Apply Lean management tools to standardize processes and drive continuous improvement. • Analyze trends and root causes to solve complex HR problems and make timely decisions. • Communicate, coach, lead, and present effectively to influence cross‑functional teams without direct authority. • Maintain broad HR functional expertise and knowledge of affirmative action requirements.

What You Bring
Demonstrate excellent communication, interpersonal, coaching, leadership, and presentation skills, influencing and driving results across cross‑functional teams without direct authority. Possess broad HR functional knowledge and experience supporting organizational effectiveness initiatives, with current knowledge of federal and state labor laws, OSHA, EEO, and affirmative action requirements. Basic qualifications require a bachelor’s degree with at least three years of HR experience, or a master’s degree with at least two years of HR experience, and legal authorization to work in the United States without sponsorship. The role requires ITAR compliance; all applicants must be U.S. persons as defined by ITAR. No relocation assistance is provided, and candidates must reside within 50 miles of Beltsville, MD. Preferred qualifications include a bachelor’s degree in business, HR management, industrial relations, or organizational psychology; a master’s degree and manufacturing experience are also desirable. PHR/SPHR certification is preferred, and occasional varied schedules may be needed to support off‑shift employee needs. • Hold a bachelor’s (3 years HR) or master’s (2 years HR) degree and be legally authorized to work in the U.S. without sponsorship. • Meet ITAR eligibility as a U.S. person; reside within 50 mi of Beltsville, MD; relocation assistance not offered. • Preferred: degree in business/HR/industrial relations, manufacturing experience, PHR/SPHR certification, willingness to work varied schedules.
