About the Role

HDR is seeking a Project Controls Manager to develop and maintain project controls practices on assigned projects, ensuring scope, schedule, and budget performance. The role works alongside Program and Project Managers to establish a project controls approach and, when needed, manage a team to monitor performance and identify deficiencies. Projects include industrial facilities, pipelines, substations, renewable resources, power generation, and waste facilities. The manager will play a central role in program delivery, assisting the Program Manager in assessing program health and KPIs, and may lead specialists in schedule, cost, risk, earned value, document control, and PMIS. • Develop project controls processes and procedures to manage scope, budget, and schedule, covering schedule, cost, change, risk, and document management. • Manage and direct a team of project controls and document controls specialists to implement the controls plan. • Collaborate with corporate project controls director and business group lead for consistent approach. • Work with project manager, accountants, and team leads to develop work breakdown and cost breakdown structures. • Develop, update, and analyze CPM schedules, including variance analysis. • Facilitate multi‑stakeholder interactive planning sessions such as schedule workshops. • Coordinate with teams on interfaces with owners, permitting, real estate, engineering, construction, and commissioning schedules. • Review and oversee contractors' schedules for assigned work scope. • Recommend schedule work‑arounds and mitigation efforts. • Develop earned value methods and coordinate them with schedule updates. • Communicate project status to management regularly via formal meetings and reports. • Assist project manager with monthly reporting and meetings. • Interact with engineering discipline leads and construction managers to resolve schedule‑impacting issues. • Establish cost control methods for the assigned project or program. • Support project and program managers in preparing and implementing change management procedures. • Work closely with the PMIS team to recommend technology solutions for data management and stakeholder communication.

What You Bring

• Bachelor’s degree in engineering, construction management, engineering management, accounting, business administration, or a related field. • 10+ years as a project controls manager on infrastructure projects with contract values over $300 million, or on programs with combined values of $300 million or more. • 10+ years of proficiency with project controls and scheduling software such as Primavera P6 and Microsoft Project. • Familiarity with various delivery methods including DBB, DB, EPCm, PDB, IPD, and CMAR. • Experience with additional PMIS software (e.g., eBuilder, ProCore, QuickBase, InEight, Kahua, PMWeb) is strongly desired. • Strong interpersonal skills and a “can‑do” attitude. • Bachelor’s degree. • Minimum 10 years’ experience in project controls for engineering and construction projects, covering planning, estimating, forecasting, scheduling, cost control, schedule control, and reporting. • Ability to manage proposal preparation, contract review and negotiation, client relationships, and win strategy for medium to large EPC projects. • Strong decision‑making, interpersonal, and leadership skills. • Ability to coordinate and prioritize multiple long‑ and short‑term tasks simultaneously. • Strong organizational, analytical, and problem‑solving abilities. • Excellent oral and written communication skills. • No visa sponsorship is available for this position.
