About the Role
Reporting to the Director of Human Resources, the Senior Human Resources Manager serves as a strategic business partner and HR leader overseeing all HR functions within a dynamic commercial, heavy‑construction environment. The role requires deep experience with union relations and construction‑industry collective bargaining agreements, while ensuring compliance with equal employment opportunity (EEO) and affirmative action regulations. Key duties include administering and interpreting collective bargaining agreements, handling grievance procedures and dispute resolution, monitoring labor‑relations trends, and coordinating with legal counsel on complex labor law issues and arbitration. The manager also directs hiring for skilled trades, apprenticeship programs, and multi‑site workforce planning, ensuring adherence to prevailing‑wage, Davis‑Bacon Act, and other construction‑specific regulations. The position is responsible for developing, implementing, and monitoring EEO policies, conducting investigations of discrimination, harassment, and other workplace conduct issues, and managing affirmative action programs that satisfy construction‑industry good‑faith requirements. Training on EEO compliance, harassment prevention, and inclusive practices is provided, and the manager acts as the primary liaison with agencies such as EEOC, OFCCP, and state investigators. Additional HR generalist functions include partnering with senior leadership on recruitment and onboarding, managing performance‑management systems, delivering training on HR policies and leadership development, overseeing leave programs (FMLA, workers’ compensation, ADA), and handling compensation analysis and benefits administration. The manager also prepares and presents HR metrics and trend reports to executive leadership. Strategic leadership responsibilities involve supervising HR staff, offering coaching and performance feedback, contributing to the HR department budget and vendor relationships, updating policies to reflect best practices and legal requirements, leading organizational change initiatives, and collaborating with legal counsel on employment‑law risk mitigation. • Administer and interpret collective bargaining agreements, ensuring union contract compliance and handling grievances. • Oversee skilled‑trade hiring, apprenticeship programs, and multi‑site workforce planning while maintaining prevailing‑wage and Davis‑Bacon compliance. • Develop, implement, and monitor EEO and affirmative action policies; conduct investigations of discrimination and harassment. • Serve as primary liaison with EEOC, OFCCP, and other regulatory agencies on compliance matters. • Manage full‑cycle HR functions: recruitment, onboarding, performance management, training, leave administration, compensation analysis, and benefits enrollment. • Supervise HR staff, contribute to department budgeting and vendor management, and prepare HR metrics reports for executives.

What You Bring
This position is onsite five days per week in Sylmar, CA. Applicants must be eligible to work in the United States without visa sponsorship now or in the future. The expected salary range is $140,000‑$180,000 depending on experience, and Tutor Perini Corporation is seeking a Senior Human Resources Manager for this location. Required qualifications are a bachelor’s degree in Human Resources, Business Administration, Labor Relations, or a related field, ten or more years of progressive HR experience (including five years in a management or supervisory role), extensive union‑relations expertise, and solid knowledge of labor and employment law. Preferred credentials include SHRM‑SCP or SPHR certification, Workday HCM experience, a master’s degree, and familiarity with construction‑specific software, federal contracting compliance, and workers’ compensation safety programs. • Require a bachelor’s degree, 10+ years HR experience (5+ in management), extensive union‑relations and labor‑law expertise; SHRM‑SCP/SPHR or Workday preferred.
