About the Role

The Quality Inspector role supports the Gateway Program, the nation’s most urgent rail infrastructure initiative linking Newark, New Jersey and New York City. The program’s first phase, the Hudson Tunnel Project, includes construction of a new two‑track tunnel under the Hudson River and rehabilitation of the historic North River Tunnel. Parsons, together with Arcadis and Mace, serves as a delivery partner providing strategic advisory, project management, design, construction management and stakeholder coordination under a 15‑year master service agreement. In this position the inspector will perform daily on‑site inspections of excavation, concrete work, tunnel lining, utilities and other structural elements, verifying that materials, equipment and workmanship meet project specifications and approved submittals. The role includes preparing detailed inspection reports, coordinating independent testing, and working closely with safety teams to ensure compliance with health, safety and environmental regulations, including OSHA protocols. The inspector also documents deviations, collaborates with contractors and engineers to resolve issues, and maintains comprehensive daily records and progress reports. • Conduct daily inspections of construction activities, including excavation, concrete work, tunnel lining, utilities, and other structural elements • Verify materials, equipment, and workmanship against project specifications and approved submittals • Prepare detailed quality inspection reports • Collaborate with safety teams to ensure compliance with health, safety, and environmental regulations • Coordinate independent testing of materials and workmanship • Coordinate field operations among contractors, subcontractors, and stakeholders • Enforce OSHA and other regulatory safety protocols on‑site • Identify potential safety hazards, report violations, and ensure adherence to site‑specific safety plans • Inspect materials and equipment used for excavation and tunneling for quality compliance • Document deviations or deficiencies and work with contractors to promptly address them • Maintain detailed daily records of work activities, site conditions, and inspection results • Provide regular progress reports, issue updates, and corrective action documentation • Communicate inspection findings to construction supervisors and engineers and collaborate on solutions

What You Bring

Candidates must bring at least ten years of heavy civil construction experience, particularly with large shafts, tunnel lining, utilities and excavation, and be able to provide continuous on‑site oversight. A bachelor’s degree in a related field, experience on mega rail and transit projects, and the ability to work with multiple partners and clients are desired, with tunneling experience considered a plus.
